Research On The Relations Between The Government And The Industry Association Based On The Collaborative Governance Perspective

This article is based on the theory of Collaborative Governance.Take P case for example,this paper analyzes the relationship between government and industry associations through comprehensive cooperative governance model.Then analyzes the problems existing in the interaction between the government and industry association.The paper puts forward some suggestions on how to establish a benign cooperative relationship between government and trade association.First of all,with the rapid development of the socialist market economy,the relationship between the government and associations has a certain degree of change.Firstly,the management style has changed from the government-led dual management system,into the industry associations to operate independently;Secondly,the control method has changed from command to coordinated guidance;Thirdly,the talent structure,from the government-led into a market-oriented talent structure;Fourthly,the source of funds has been converted from government finances to self-financing.Moreover,taking P as an example,the author draws the problems existing in the development of trade association.Firstly,goals and interests imbalance between the government and the association which resulted in the differences and the cooperation will be a variety of problems;Second,because the reason such as the working mechanism of the government,industry association and government cooperation,work efficiency is low;Due to the lack of credibility,in the end,industry association to participate in the governance of limited effect.Finally,the paper puts forward how to establish a benign relationship with government and industry association,mainly includes: First,the government and industry association shall establish a standardized management system;Second,governments should actively deepening the reform of administrative system,improve the efficiency of administrative work;effective participation channels for industry association should be actively expanded,;the industry association to raise their cooperative ability,make a better interaction between themselves and the government.To sum up,in this paper,through analysis and research with the help of collaborative governance theory model,at this stage that exist in the relationship between government and industry association the reality of the actual problems,is beneficial to guide practice,to help the development of the relationship between government and industry association,realize the benign interaction.
