Research On "Cadres-do-not-seek-its-politics" In The New Era

With the advancement of the modernization of our governance system and governance capabilities,the power is gradually put into the cage of the system.The enthusiasm of the cadres to serve the people has been mobilized,and this fully demonstrates the superiority of the socialist system with Chinese characteristics,to lay a solid foundation for building a well-off society in an all-round way and realizing the great rejuvenation of the nation.However,there are still a small number of leading cadres who are not enthusiastic about serving the people,and producing a phenomenon of"cadres-do-not-seek-its-politics".This article insists on the combination of theory and practice,and based on the relevant system construction and supervision system construction theory,combining concrete cases of "cadres-do-not-seek-its-politics" by Hubei province,and exploring the effective path of "cadres-do-not-seek-its-politics".Taking the "cadres-do-not-seek-its-politics" problem in Hubei governance as an example,through the survey summary,"cadres-do-not-seek-its-politics" mainly manifest itself in:lack of skills,"will not do";fear of making mistakes,"do not dare";no power,"don't want to." The reasons for emergence of these phenomena are like those:from system aspects,institutionally related to the related accountability,imperfections of assessment mechanisms,and imperfections of fault-tolerance mechanisms.From the standpoint of personal factors,the imbalance between the material needs and the spiritual needs of individual officials is the main reason.The officials' ideals and convictions are shaken,the sense of purpose is weak,and the loss of officials' official ethics is part of it.From the political ecology point of view,the local "polluting" political and ecological environment is the main fertile ground for the phenomenon of non-obliteration of the government.Hubei province has achieved effective results in the governance of"cadres-do-not-seek-its-politics",Such as Jingmen's strict investigation of the leadership style of life;Xianning broadens leading cadres to accept new channels for supervision;Wuhan strengthens the accountability mechanism.Through the analysis of the theory and practice of "cadres-do-not-seek-its-politics",this paper argues that,the governance should adhere principle of fairness,seeking truth from facts,and serving the people.In terms of concrete measures,first of all,it is necessary to strengthen the internal cultivation of cadres and training of their abilities.This is mainly reflected in the tenet of steadfast service for the people and the improvement of the daily business level.Second,there must improve the regulatory system.Through the formulation and improvement of laws,improved the internal and external supervision system.Finally,should purify the environment,promote good diligence,optimize the overall cultural atmosphere,and create a good political ecology.
