Research On The Construction Of Government Wechat

As a form of e-governance,government-run account on We Chat is another emerging network governance platform which is different from the government-run micro blog.It has unique advantage in promoting information disclosure and guiding internet public sentiment,and has been used by the party and government departments at all levels.At present,government-run account on We Chat has already gained some accomplishments in quantity,however,it develops uneven in quality.Many accounts have the "zombie” problems including the low activity rate,less followers and paying more attention to the publicity function but despising the service function.The reason for the above problems is that the development of government-run account on We Chat is in the primary stage of exploration.There is no unified plan and guidance at the top leve,such as no specific laws and regulations to supervise and restrict the government's We Chat.As a result,the administrative functions of We Chat in each department differ greatly in their functional orientation.Even the menu design of the government departments and Wechat in the same department is very different.This has affected the effective implementation of the We Chat function of government affairs to some extent.Therefore,it is of great theoretical and practical significance to discuss the construction and operation of government We Chat.In the course of specific research,according to the theoretical basis of new public services,communicative activities,and seamless government,literature research,interviews,case studies,and other research methods were adopted to theoretically clarify the basic positioning of the construction and operation of government We Chat,including three aspects of platform positioning,platform framework requirements,and platform operation specifications,and combed administrative measures for government Wechat introduced in some regions to understand the current status of domestic government's construction and management of We Chat.On this basis,a case study was conducted on the present situation of the construction of the government We Chat in Civil Protection Agency of S city.It was found that the opening time of the We Chat inCivil Protection Agency of S city was not long,it was in the period of exploration and development,and there was a lack of guidance on the rules and regulations.There were many imperfections in the actual operation,such as the unclear positioning of the platform and the unbalanced content publishing theme.Operational isolation,lack of coordination,management system has yet to be established;This study believes that the main cause of the problem lies in the lag of laws and regulations,the lack of unified planning and guidance,the lack of internal management systems,and the influence of the concept of personnel.To solve these problems,first of all,it is necessary to improve the relevant laws and regulations at the national level to provide correct guidance for the development of government Wechat;secondly,to plan collaboratively and explore the construction of government We Chat matrix;thirdly,we must formulate a local government We Chat management system and make regulations for the management system,development orientation,release requirements,and effectiveness evaluation.Finally,we must build a professional team to ensure the professionalization of the construction and operation of government We Chat.
