The Evolution Of Policy On Reservoir Resettlement From The Perspective Of Policy Quantitative

Since the founding of New China,China has built a large number of hydropower and water conservancy projects.These projects have brought tremendous social and economic benefits to the construction of our country and have also brought about many immigration problems.Reservoir resettlement is an inevitable outcome of water conservancy and hydropower projects.Its resettlement work is not only one of the key factors for the success of water conservancy project construction,but also has a profound impact on our country’s social stability,economic construction,and political environment.The government has also issued a series of policies on the issue of reservoir immigration.Although the immigration policy for reservoirs has evolved and developed over the past 70 years,it has initially formed its own policy system,but there are also many deficiencies.There is a lag in the formulation and implementation of reservoir policies.Generally,with the increasingly severe immigration conflicts and increasing immigration problems,policies have only been formulated and promulgated.This does not fundamentally solve the problem of reservoir immigration in China and is difficult to achieve in implementation.Better results.Therefore,to study the existing policy of reservoir immigration in China,proceed from the policy itself,explore its policy strength,quantify its policy measures,and conduct a comprehensive theoretical discussion on the evolution path of the policy.On the one hand,it will help the government to grasp its policies on reservoir immigration.The context and the key are continuously improved;on the other hand,from the perspective of policy,the issues of large and medium-sized reservoir immigration are explored,and the formulation and implementation of reservoir immigration policies that can not only ensure the smooth construction of water conservancy and hydropower projects but also take into account the interests of the affected immigrant groups.It is of great practical significance to the country’s social stability and economic development strategy.Based on the theory of path dependence,this paper collects the policy of reservoir immigration issued from 1958 to the present,based on the definition of large and medium-sized reservoir immigration in China,from the Beida database,Chinese laws and regulations database,and Wanfang database.In order to ensure the completeness and comprehensiveness of the collected data,the People’s Republic of China Ministry of Water Resources has also used the official website of the Ministry of Water Resources to screen and supplement the collected policies.Finally,a total of 3,694 policy documents relating to reservoir immigration have been collected,and finally the immigration heights from the reservoir have been selected.There were 924 related policies and regulations,and finally a database on reservoir immigration policy was formed.To quantify these 924 policies from the two dimensions of policy effectiveness and policy measures,first establish quantitative standards for policy effectiveness and policy measures,and quantify the collected policies according to quantitative standards by using multiple rounds of scoring methods to obtain policies.After quantifying the effectiveness and policy measures,an econometric model was established to process the data,and based on the quantitative results,the policy evolution path of reservoir immigration in China was discussed and analyzed.The analysis finds that since the reform and opening up,as the immigration problem has become increasingly prominent,the Chinese government has also paid more and more attention to immigration.Reservoir immigration policy has been continuously strengthened in terms of policy effectiveness,policies and measures,and the overall policy evolution path has shown a phased growth trend.The promulgation department involves more than a dozen agencies and departments such as the National People’s Congress,the State Council,the National Development and Reform Commission,the Ministry of Finance,the Ministry of Water Resources,and the National Office for Poverty Alleviation.The increase in the number of policies and the increase in the level of policy issuance departments have also increased the effectiveness of policies.Policy measures have also shifted from a single compensation measure to a comprehensive use of multiple measures in concert with each other.Compensation and the support of later measures are all synergistic.The core of the immigration policy,the remaining measures are to assist the better implementation of compensation measures and support measures.Finally,according to the evolution of the policy from the quantitative results,the paper divides its evolution path into four stages,and discusses the historical background of its background from the background of the era,and puts forward relevant policy suggestions,in order to provide future development direction for the further evolution of China’s reservoir immigration policy.
