Research On The Evaluation Of The Implementation Effect Of The Later Support Policy For Reservoir Resettlement In Yongjing County

In 2006,the late-stage support policy for reservoir immigrants was officially introduced,and the promulgation of this policy has greatly improved the overall living standards of reservoir immigrants.In order to further improve the implementation effect of the late-stage support policy for immigrants,China has increased supervision and established a monitoring and evaluation mechanism.Through studying the monitoring and evaluation reports in recent years,it can be seen that monitoring and evaluation can only qualitatively reflect the living standards of migrants,and cannot make an overall evaluation of the implementation effect of the late-stage support policies for migrants.Therefore,it is necessary to establish a scientific,objective and accurate evaluation system to comprehensively evaluate the implementation effect of the late-stage support policies for migrants.This article takes the reservoir resettlement in Yongjing County as the research object,and evaluates and analyzes the implementation effect of the late support policy from 2016 to 2020.Comprehensive application of policy evaluation theory,sustainable livelihood theory,and ecological civilization theory to analyze the impact and feedback among the three subsystems of government,immigration,and the policy itself involved in the implementation of reservoir resettlement support policies.The evaluation index content is determined based on the guiding ideology of the later support policies and the reservoir resettlement plan of Yongjing County.The selection includes the implementation of government functions,basic conditions of migrant life,and infrastructure of migrant villages Establish an evaluation index system for 6 first level indicators and 22 second level indicators of migrant development capacity and social security,ecological and livable construction,and migrant satisfaction.Using the analytic hierarchy process and expert scoring,relevant experts were invited to determine the weight of each indicator and establish a scoring interval.Based on comprehensive research data,the evaluation of the late support effect of reservoir resettlement in Yongjing County was conducted.The cloud model was used to determine the evaluation level,and it was concluded that the evaluation level of the implementation effect of the late support policy for reservoir resettlement in Yongjing County was "good".Comparing the evaluation results with the policy objectives,identifying the problems in the implementation process of the policy and proposing improvement measures have theoretical guiding significance for the evaluation and improvement of public policies.
