As industrialization and urbanization develop rapidly, and energy demand was more and more urgent, we have to build more and more reservoirs. This phenomenon will be existence in a long time. Reservoir resettlement is still facing grimness challenges in our country.This essay, taking Xiangjiaba Reservoir resettlement as an example, point out, in the present, there are many problems in the reservoir resettlement policy mechanism in our country. They are as following: an absence of uniform resettlement law; soil property right goes against resettlements' benefit; an absence of authorized manage institution; the trend of productiveness of local government; the government's information is untransparent; an absence of participating for resettlement; compensation deviates from marketing; resettlements can't enjoy the benefits after the accomplishment of reservoir; social security is unperfect; neglecting culture tradition and custom of resettlements. these deficiencies of policy mechanism are not only go against resettlements' right, making them bear the main cost of social reform and development, but also go against reservoir resettlement carry out smoothly, because the government did not take the conception of social justness and scientific development as consider. The author consider that resolving the problems of reservoir resettlement, we must starting with policy mechanism, taking reservoir resettlement as an unavoidable phenomenon, setting the idea of "the people is the most important", from the angle of social just and scientific development, making law establishment, organ building, policy perfecting and environment improving as emphases, establish resettlement management lasting mechanism.
