Study On Exercising Self-Discipline And Being Strict With Its Members By Using "Four Forms" Of Supervision And Executing Disciplines

Since the 18 th National Congress of the Communist Party of China(CPC),Party Central Committee that takes comrade Xi Jinping as the core has faced a serious and complex anti-corruption situation.Our party shows zero tolerance for corruption,improves Party conduct and enforce Party discipline which has achieved remarkable outcomes.However,just as the 19 th National Congress of the Communist Party of China Report clearly pointed out that the " full and strict governance over the Party always on the road",the construction of the style of work has no rest and that the anti-corruption struggle has not been completed,so the successful governance experience of the party must has been comprehensively and strictly controlled and applied in a new period of history to push the anti-corruption campaign."Four forms" is the latest achievement and advanced weapon of conducting strict self-governance.Firstly,it is based on the Marxist party discipline theory,and summarizes the party's construction experience.It promotes and develops the content of "Strict Discipline" and " Strictly Enforced ".It emphasizes the importance of people in the process of power supervision and restriction,through " Strict supervision " and " Protection".It innovates the power supervision and restriction mechanism,which shows the direction of human culture development of the concept of discipline.Secondly,It is the strict self-governance rule of the governing party.For example,among the party cadres who violate disciplines,there is a minor problem that requires “Biting of the ear” and “Pulling the sleeve” is the regular state.The person who violates the general discipline account for a considerable proportion,who severe abuses of discipline occupy a small percentage and the suspected crime is tiny minority.The "Four Forms" accurately marks the "Scale" of the management party members on the basis of discipline,and the process of the evolution of the violation of discipline to the illegal behavior is summarized into four stages.By integrating the two methods of discipline and law,the author puts forward specific requirements on how to teach,save and punish in the four stages,and realizes the connection between the functions of the discipline and law,and expounds the specific path of the party governing the party,which reflects the scientific transformation of the discipline.In the end,the "Four Forms" also reveals the way that the party governs and administrates itself,which is to take a full form of strict discipline from the first line of defense,to capture small,small,and "Healing",and to demonstrate the precision of the targeting of the target.The application of "Four Forms" is the ideas from the simple "Law enforcement" to "Govern" parallel "Law enforcement",hold the daily supervision and enforcement accountability,We have given top priority to ensuring compliance with Party discipline,with the party constitution to constraint the party members' daily behavior,fully explore and make use of the advantages of various means of enforcement.Through the research,it is found that there are still many problems in the concrete practice,such as the immaturity of the supporting mechanism,which leads to the lack of detailed guidance and assessment mechanism of "Four Forms".The theory of cadres is not enough,and it is easy to show the false tendency of the law and the officials.The insufficient quality of party members and cadres leads to the failure of "Four Forms" to play a full role in grassroots practice.To deal with these problems,Party cadres have to strengthen their study of the Party's laws and regulations,to systematically understand the "Four Forms",and put the two responsibilities into effect.Second,it is necessary to set up a complete supporting work mechanism,for example,to define the improper behaviors,to refine the research and judgment of wrong behaviors,to standardize the necessary working procedures and to formulate corresponding assessment mechanisms.The third is to improve the mechanism of problem discovery.Only through a concerted effort,"Four Forms" can better play the role of governing party.
