Study On Corruption And Governance In Rural Areas From The Background Of The All-out Effort To Enforce Strict Party Discipline

The all-out effort to enforce strict Party discipline is both an important strategic plan made by the Party Central Committee since the 18 th National Congress of the Communist Party of China and an important part and fundamental guarantee of the "Four Comprehensives" strategic blueprint.To run the party in an all-round and strict way,the key lies in strictness and governance.From the perspective of the all-out effort to enforce strict Party discipline,the governance of corruption in rural area is a far-reaching,long-lasting,and thorough struggle against corruption,which takes the rural grass-roots organizations as the main body and is based on multi-dimension and multi-aspect including politics,ideology,organization,conduct and discipline.Taking the rural area of X town in M County as an example,through collecting and analyzing the overall information of the town and its subordinate villages,the data of anti-corruption work in the past five years(2015-2019),cases of corruption and the interview results with relevant cadres,this paper finds that although the governance of corruption in rural areas have been constantly improving and have formed a certain deterrent to rural corruptionists,from the above perspective,the problems such as the power restriction involution,the excessive thinking of "economic man",and the weakening credibility still exist in village-level organizations;as for towns,the typical problems such as the backward promotion mechanism of cadres and difficulty in preventing and fighting against corruption have affected the further promotion of the anti-corruption struggle in rural areas.Therefore,it is necessary to purposefully deepen the anti-corruption strategy in rural areas under the guidance of the strategic thought of the all-out effort to enforce strict Party discipline.As for politics,the rural power balance system should be established from thinking and acting;concerning ideology,the persistent education of ideals and beliefs and awareness of law and discipline should be carried out;in terms of conduct,it is important to figure out information measures to supervise conduct;in regard to the incentive mechanism of rewards and punishments in rural areas should be improved;and with respect to discipline,it is vital to strengthen the long-term comprehensive rural discipline construction with prevention as the main task and multiple measures in parallel.
