Research On The Supervision Of Network Public Opinions Under The Condition Of Comprehensively And Strictly Governing The Party

It is an important deployment made by the Party Central Committee since the 18 th National Congress of the Communist Party of China,an important part of the "four comprehensive" strategic layout,and a bird's wing and wheel to promote the building of a moderately prosperous society in an all-round way.The 19 th National Congress of the Communist Party of China continues to emphasize that we should unswervingly and strictly govern the party,improve the supervision system of the party and the state,strengthen the restriction and supervision of the power operation,let the people supervise the power,let the power operate in the sun,put the power into the cage of the system,connect the public opinion supervision and other supervision,and strengthen the Supervision joint efforts.At the same time,the world is in the era of network,the rapid development of the Internet,not only changed the operation mechanism of public opinion supervision,but also innovated the discourse platform of public opinion supervision;not only improved the technical conditions of people's participation in democratic supervision,but also improved the ability of people's democratic participation.As an important part of public opinion supervision,network public opinion supervision makes the unique advantages of the people as the main body of power supervision manifest,and makes the role of public opinion supervision in power restriction appear.Network public opinion supervision is an effective supplement to power restriction.Therefore,the study of network public opinion supervision is of great significance to promote the development of the party from strict governance to in-depth.The paper is divided into four parts: the first part is the introduction,including the research background and significance,research review at home and abroad,research ideas and methods;the second part describes the basic concept and development process of overall strict governance of the party,the concept,manifestation,development process and characteristics of network public opinion,and analyzes the differences between network public opinion,network public opinion,news and Internet users' public opinion On the basis of contact with,it further summarizes the concept,development and characteristics of network public opinion supervision;the third partanalyzes the current situation of network public opinion supervision,mainly from the functions of network public opinion supervision,the opportunities faced and the problems existing at this stage;the fourth part is to find countermeasures against the existing problems,namely the subject and object of supervision,the environment of supervision,supervision The border of supervision and the relevant laws and regulations that can provide protection for supervision.This paper holds that improving the supervision of network public opinion is the inevitable path for the party to manage the party in the new era and to govern the party in an all-round and strict way;it is the inevitable requirement for the supervision subject to dare to supervise and the supervision object to be restricted;it is the inevitable choice to improve the scientific,democratic and legal governance.
