Fragmentation Of Urban Community Governance And Its Countermeasures

The social of China is in the period of surging and transformation.The pace of social development is accelerating,and the major social contradictions have been transformed,and social governance is more difficult.Urban community is the basic link of urban social governance.Effective governance of urban community problems is of great significance for optimizing urban social governance and promoting the level of national governance and the modernization of governance ability.Since the 80s of last century,under the strong push of the central government,the community has become the urban grassroots social governance unit in China.After decades of exploration,community governance in China has made great progress in governance mode,governance structure and governance mechanism.Good urban community governance effectively meets the needs of public services in urban communities,creating a good social atmosphere for reform,development and stability.However,due to various factors,China’s urban community governance is fragmented.This study takes the overall governance,multi-center theory and refined management as the analytical framework.Based on the visits to the Y community,this paper sorts out and summarizes the governance of the Y community and finds that there are fragmentation issues in the current community governance,mainly in cities.Fragmentation of community governance awareness,fragmentation of the power responsibility of urban communities and fragmentation of the construction of urban community information.The fragmentation of urban community governance has a serious impact on the effectiveness of urban community governance and the effective functioning of the community.For this reason,we must address the fragmentation of urban community governance in our country,put forward governance measures,and weaken the negative impact of the fragmentation of urban community governance.In view of the above problems and reasons,this study proposes a holistic strategy to solve the fragmentation problem of urban community governance.First of all,from the three aspects of promoting community residents’ public participation consciousness,strengthening the responsibility consciousness of the main body of governance and strengthening the cooperative cooperation consciousness of the community governance subject,establish the concept of overall urban community governance.Secondly,from the two angles of optimizing the macro structure of community governance and implementing the community big door governance,we should strengthen the whole Thirdly,to establish community consultation mechanism,to establish community consultation mechanism,improve multiple participation mechanism and improve the prevention and solution of contradictions mechanism to optimize the overall community governance mechanism;finally,improve the information platform,improve the community e-government system and establish the multi-agent participation in the normalization of the electronic interactive platform.In order to achieve efficient community information center construction.
