It is because community is a regional society that its development is directly related to the problem that whether the urban construction of nation can be successful. As the advancement of community construction in our country has been continuous, the role of community in our country’s society is increasingly important. Since the Ministry of Civil Affairs in 1999 formulated the plan "after the implementation of the national community construction work in experimental area, in the tide of community construction there also appear some new characteristics, for instance, adjusting measures to local conditions, residents services and distinctive features of the community governance model, such as Shanghai model, Shenyang model and so on. After experiencing the large-scale community construction, our country’ urban basic level governance ability has been greatly strengthened, and the community service has been consolidated, community management level has been improved significantly. However, there is no doubt that problems existing in the urban community governance in recent years also revealed, such as bodies of urban community governance and internal with one another in a decentralized, the functions of the government departments runs into fragmentation, the responsibility boundary of street and residents’ committee is not clear, enterprises in the community pursue excessive commercial interests, the consciousness of participation for community residents is weak, the lack of the public value and spirit, all these phenomenon in community is gradually leading "fragmentation" of the state.As the rapid spread of globalization, information technology, civil society and therefor the network governance theory can successfully solve the problem of fragmentation of urban community, the transferring of government function, corporate responsibility consciousness, social public participation and community informationization construction given the urban community governance transition has a strong driving force, which relies on traditional government department layer, command and control, the rigidity of urban community governance model toward open, flexible, innovation and beyond the market and the government of the tripartite model transformation, namely based on public-private partnership network governance model. Current home street system, due to the limited power of urban community government can control and use of resources, the government to provide public services is difficult to meet the service needs of urban community residents in multi-level, personalized, and enhance awareness of the importance of the rise of market organizations, social organizations and public participation, has developed into a main force of urban community governance. So to break the urban community governance government single center pattern, through the network information platform in the market to absorb, all the social forces to participate in the governance of urban communities in, thus forming a public-private cooperation, multi governance is a new pattern of urban community network governance.In this study, the is in the transformation of Shanghai YJ community in the case study, draw lessons from network governance theory, and combined with the situation of our country, attempts to construct urges the city community from the debris to driving mode of network governance, through the PEST analysis method first find incentive driven, then according to the questionnaire of the SPSS analysis confirmed the hypothesis about the causes of correctness, will eventually different driving factors for induction group and upgrade it to the driven mode, the government, market, society and information technology one of the four wheel drive mode. Then for the preliminary practice of YJ current community network governance and the above constructed four wheel drive model validation by, namely four wheel drive mode to promote the transformation of urban community governance. Through the research on the transformation driven mode of urban community governance, it can also provide a reference for our city community to the network governance way.
