Research On Government Supervision Of Network Fundraising Behavior

The network fundraising was accompanied by the popularization and development of the Internet.It was born and developed rapidly and became a booster for China's philanthropy.The network fundraising has received extensive attention and participation from citizens with its advantages of simplicity,speed,and efficiency,and has become a mainstream way for people to participate in charitable activities.It is not only conducive to the integration of social charity resources,effectively making up for the lack of current social assistance in China,but also making a great contribution to the completion of China's overall well-to-do society.However,since network donation is a kind of charity method that uses an online platform,the virtual nature,freedom,high degree of uncertainty,and high degree of openness of the Internet mean that network donations will also have a lot to do while playing a role of social assistance.The problems,coupled with China's inadequate legal supervision over network fundraising,lack of supervision,unclear information on the use of remaining funds,and lagging supervision methods,have caused chaos in the online fundraising area to fall.The network donation from chaos to regulation requires the government to take the initiative to stand up and strictly monitor the online fundraising behavior.This is the government's unshirkable duty and obligation,and it is also a necessary guarantee for the sound development of online charity.It is worth noting that while government-led online fundraising supervision work should also actively integrate social supervision resources,build a multi-agent collaborative governance mechanism,form a regulatory joint force,and protect the standardized development of online fundraising.This article first elaborated the concept of online fundraising supervision,defined what is the behavior of fundraising,online fundraising,and network fundraising supervision,and outlined the characteristics of network fundraising.Secondly,based on the theory of collaborative governance and network socialization theory,taking the "Rohr incident" as a typical case,it analyzes the status quo and problems of government supervision on network fundraising behavior,and believes that although network fundraising government supervision has achieved certain results,the network There are still problems in the government supervision of fundraising behaviors,which mainly include problems such as network fundraising,government supervision,weak legal system,lack of co-operation in supervision,inadequate supervision of online fundraising,and poor supervision.Again,the reasons for the above problems were analyzed.Finally,based on the above problems and the causes of the problems,specific recommendations were made from the aspects of improving the laws and regulations related to online fundraising behavior supervision,establishing a collaborative governance mechanism,forming regulatory cooperation,improving the management and supervision of surplus funds,and optimizing government supervision methods.Possible countermeasures,We hope to provide help and reference for the effective supervision of China's online fundraising activities,promote the orderly operation and sustainable development of China's online fundraising,and contribute to the modernization of governance capacity and the modernization of governance systems in China.
