Research On The Comprehensive Supervision Mechanism Of China’s Internet Fundraising

The internet fundraising has been rapidly spring up in our country since the "Wenchuan Earthquake".And since the concept of "Internet+" has been put forward,the thought of"Internet + Charity" has been praised by many charitable workers,the deeply combination of the Internet and charity provides new opportunities and challenges for the charity’s development.Internet fundraising has also become one of the main fundraising ways of personal and charitable organization.With the Ministry of Civil Affairs designated 13 Internet fundraising and information platforms for charitable organizations,it becomes much more legal and convenient for charitable organizations’ internet fundraising through the platform.And with the implementation of the "Charity Law of the People’s Republic of China"(hereinafter referred to as "Charity Law"),the philanthropy in our country have opened the door of the law and with the corresponding supporting laws and regulations have been formulated and implemented,China’s charity legal framework is also becomes more perfect.But the events of internet donation fraud and cheat donation happen frequently,which exert an adverse effects on public trust for the internet fundraising.And internet fundraising chaos is closely related to lack of supervision.The supervision of internet fundraising are not limited to the civil affairs departments.Considering the disparity between the number of law enforcement officers in civil affairs departments and charitable organizations,as well as the characteristics of the internet such as virtuality and interaction,it is necessary to stimulate civil affairs departments,fundraising platforms,charitable organizations,and the public to take part in the supervision and regulation of the internet fundraising.At the same time,the supervision main bodies for internet fundraising need to strengthen the seamless cooperation in order to build linkage and collaboration mechanism under the direction of the perspective of the collaborative governance.This paper is attempt to establish a multi-agent linkage supervision mechanism based on the fundraising platform,which is based on charity legal framework becoming more perfect and under the background of the deepening and development of network society.And this paper advocates that it is necessary to build the coordination mechanism in order to promote the healthy and orderly development of the network collection by specifying the responsibility of each main body of internet fundraising’s supervision.
