Research On Government Supervision Difficulties And Countermeasures Of Online Car-hailing In Shenyang City

The emergence of the ride-hailing industry has brought great impact on the traditional taxi industry,which has attracted the attention of the government in various regions.Just from the development of China's ride-hailing market in 2014,it has been a few years' development and has replaced some of the traditional taxi market.This has led to the strengthening of local government regulation of ride-hailing vehicles,and it is of great significance to formulate practical supervision plans.In this study,a variety of survey methods including literature research,case comparison,interview,questionnaire and inductive summarization were adopted in this study.Through the collection of the first-hand data of the passenger and the driver of the network,and the access to the second-hand data,the analysis is made on the basis of a certain understanding of the government supervision theory.Through the understanding of the development process of the supervision and evolution of the ride-hailing service in shenyang city,the paper analyzes the current situation and finds out the loopholes in the supervision of the ride-hailing system in shenyang.Starting from the three aspects of government policy management,consumers and ride-hailing drivers,the contradictions are deeply dug in,and the existing regulatory dilemma is clarified.Including government regulatory responsibility is not clear,not appropriate regulatory way,insurance regulation is not perfect,lack of consumer information security regulation,the driver information lack of supervision,lack of driver behavior regulation.Then the corresponding countermeasures and Suggestions are given.Including local department implements the linkage supervision,specialized management of the network about truck,a new type of "government + enterprise" regulatory system,establish a responsibility system for network operation platform,platform,information publicity system and insurance system,to set up the consumer protection system,strictly regulated vehicles operating safety,to network about car market survival and development space.
