Research Of E-government Construction In Basic-level Government Under The Background Of "Internet+"

The development of E-government results from the progress of science and technology in modern society.In the era of “Internet+”,technological progress have played a significant role in pushing forward innovation of offering better government services.The reform called “ to streamline administration,delegate more powers to lower level government and society,improve regulation and optimize services”is offering the change,also making the request.Streamlining administration is facing both opportunities and challenges,and we need to take a serious approach to figure out how to cope with problems in the practice of Internet Plus innovation in social governance.Basic-level government is the fundamental part of our political system,as it implements policies and regulations issued by the central government and people's congress.Due to the limits of the master plan,funding,staff and awareness,the E-Government construction at basic-level is still under developed.This paper introduces the development of E-government at the grass-roots level in our country,and chooses the example of the construction of E-government in H district of Jinan,from the area and the street.This paper analyzes the practice of the construction of e-government in H district and expounds the current situation of e-government development,and carries out the relevant evaluation analysis.This paper intends to analyze the case in H district to illustrate achievements and difficulties of streamlining administration,and to discuss the significance of furthering the construction of E-Government at basic-level.Problems involving ideas,technologies,orientation,funding,public participation and system functions are firstly detailed in the paper,and the paper elaborates on causes concerning ideological and objective factors.Based on new public management,Virtual Politics,Customer Relationship Management and other related theories,this paper intends to list the proper orientation and guiding principles for the construction of E-Government at grassroots level,such as combining theories with practice,cultivating E-Government culture,improving the service quality of E-Government,furthering the construction of safeguard mechanism for E-government development,increasing the coverage of E-Government,ensuring cyber security for E-Government.The paper intends to provide its valuable reference for the construction and further development of E-Government at grassroots level.
