There is no doubt that internet petition becomes the new bond and bridge between Party or government departments at all levels and the public.The researcher of this subject,take J county as the example,through the analyzation of the number,content and type of the petition letter and comparison of the internet petition cases in plenty, concluded that the basic level petition mainly facing two questions in current situation. On the one hand,the repeated, multi-channel and skip-level petition always exist. On the other hand, there are some difficulties in basic-level government,the standard of technical staff in charge of internet petition are irregular,it's difficult to coordinate different departments as internet petition covers a wide range, basic-level internet petition worker are lack of well service concept and so on. At the same time, the researcher analyzes the benefit of applying the non-governmental internet, the good idea and method of applying the non-governmental internet petition platform abroad,and how can we learn from them. In the end, what we can do to solve the problems of the basic-level internet petition are that strengthening the skills training, improving the real-name system of internet petition, changing the service concept of government and applying the non-governmental internet platform.
