Basic-level Government Responsibility Research In Purchase Basic Public Cultural Services

Under the promote of the influence of the new public management movement and service-oriented government in our country, the supply mode of basic public cultural service has corresponding changed. One of these changes is starting from government as the main body of a single supply way to the pattern of government purchasing of the basic public cultural services. The changes of supply mode of the basic public cultural services has brought corresponding challenge to the government management. Basic-level governments, as the main public organization to supplying basic public cultural services, face to the masses directly. How to improve the efficiency of the supply at the same time protect the basic cultural rights and interests of citizens, has become the core cultural responsibility of the basic-level governments. This study is based on the core responsibility and aims to build a responsibility elements of basic-government purchasing of basic public cultural services, summarize the responsibility defections and the related reasons, and put forward some feasibility path to strength achieving responsibility. The practical significance of this study can help basic-level governments to discharge of responsibility more appropriately and more specifically,find their defections of responsibility and the path to supply public cultural products, to provide basic public cultural services. This study also contribute significantly to the structure of responsible government and the build of public cultural service system.The main content of this thesis is divided five parts. The first part is the definition of some concepts and introduction of theoretical basis. Mainly to the definition of basic concepts and explanation of basic theory in this paper. The second part introduces the transformation of the basic-level government function of cultural management and the modern transformation of basic public cultural services' supplying. The third part is the analysis of responsibility in the basic-level government's purchasing of basic public cultural services. And the government responsibility in purchasing basic public cultural can mainly be divided into basic duty and special responsibility in buying program. The fourth part is the exploration of basic-level government's actual responsibility deficiency and reasons in buying basic public cultural services. The fifth part explains the path of strengthening the discharge of responsibility in purchasing basic public cultural services. The third to the fifth parts in main body of this thesis are codes of writer's research.
