The executive power of the government is not only a measure of weather the government public policy implementation,but also an important yardstick for assessing public services,dissolving social disputes,and increasing political identities of the people.At present,our country is in the two-way transformations of the economic and administrative system,the basic stratum group which get less and having located in the end of releasing preferential policy regard the transformations as an opportunity to enhance their political rights and have great interest yearning for the new policy.However,public resources are so rare that cannot guarantee to meet everyone.In addition,the local government is in the highly independent situation as the executive body,inject their own rule largely to the priority aspects of public input and disurb the rational order,which make the group lose beliefs and hope to acquire effective political response through the new policy perfom.When the target value of the government policy deviates from the target value of the public people,the balance of interests between the government and the target groups will be difficult to be coordinated,leading to a large of social contradictions between government and civil,and more petitions.Therefore,this paper select the petition that owning the distinct characteristics of the public expression as the perspective,and mainly discusses the outstanding problems by which local governments caused from many aspects.Hoping to find the source of government execution problems and put forward methods to solve these problems,and improve the power of the government execution,make that the governments will respond to the appeal of people effectively.This text can be divided into six chapters mainly:Chapter one,main text and conclusion.The first part is the introduction.It mainly describes the background and significance of this paper,and deduces the main study line and content in the base of summarizing the executive power and petition system of the government both home and abroad,and present the main research methods adopted in this paper;Chapter two,it defines the relevant concepts and basic theories about government executive power and petition,having Street-level Bureaucrat Theory,Good Governance Theory,Principal-agent theory.Chapter three,make a reasonable explanation of their relevance between the executive power of the government and the petition.Chapter four,it analyzes the present situation of our government execution,describes the current problems about government execution from the perspective of the petition,and on this foundations,analyze the reasons of existing problem that the goverment lead,mainly incluing four aspects:the driving force weaken: the responses of source are deficient;The petition tracks are contrained: the logics of petition channel are in the dilmma;The power of monopoly: It is difficult to overstep the gully of democracy;Loopholes in the rule of law: The involution of maintenance ofstability and right regression,which emphasizes the necessity to improve the executive power of the government from the perspective of the petition.Chapter five,the article detailed measures for improving the execution of our government under the environment of letters and visits,including governancing from scratch: strengthening the executive power of the grassroots government;dredging the channels: increase the government to implement the identification;optimizing the environment: reduce the implementation of government resistance;making up for loopholes : improve the implementation of the legal system.Chapter six,conclusion and prospect.
