An Analysis Of Policy Advocacy About Grassroots NGO By The Advocacy Coalition Framework

In the era of new media,grass-roots non-governmental organizations actively promote policy initiatives and promote social problems to enter the government's policy agenda.It has become an important way for the public to respond to the openness of the political system and the change of economic and social conditions.However,the problems highlighted by grass-roots non-governmental organizations in the process of policy advocacy not only restrict the continuous optimization of policy process,but also hamper the development of NGOs.Under this background,this paper analyzes the policy behavior of non-governmental organizations by the Advocacy Coalition Framework as the theoretical support.This article takes the participation of non-governmental organizations in the policy process as the research object,takes the Advocacy Coalition Framework as the theoretical framework,and uses “free lunch” as a case study.It explains the applicability of advocacy alliance framework for NGO policy advocacy,and provides suggestions for NGO policy advocacy under the theoretical framework.First of all,this article elaborates the basic concepts and core viewpoints of the Advocacy Coalition Framework,a promising Western policy process theory,and analyzes the local applicability of this framework in conjunction with China's political and social ecology.It is concluded that the Advocacy Coalition Framework has a certain application prospect in the policy process of our country.Secondly,based on the relationship between the government and society in China,this article analyzes the problems existing in non-government policy advocacy from the perspective of non-government organizations,and points out that non-governmental organizationshave a certain degree of lack of roles,capabilities,and strategies.Furthermore,based on the advocacy coalition framework theory,this article takes "free lunch" as a case and finds that "free lunch" formed a self-led coalition through the new media-weibo tool in the policy process.It differs from the government led alliance in belief system,and breaks the policy stalemate through alliance resources,policy sites and strategy selection.Finally,it successfully initiated policy advocacy.Finally,based on the successful experience of "free lunch",we introduced the Advocacy Coalition Framework,and put forward some suggestions for NGOs to effectively advocate in the policy process.
