Under the background of global diversification,the environment for national governance and social governance has become increasingly complex and diversified.Social problems and new governance challenges that have never emerged in the past have emerged one after another.The government is facing tremendous pressure for governance.In order to better solve emerging and complex social issues,government policy departments often carry out “public policy innovation”,that is,formulating new public policies or projects that are new to the government,regardless of whether the policy or government projects are already It is used in other areas and other times.Some innovative public policies have proved through practice that they are effective in solving new social problems.They are then used by government departments in other social fields,or learned by government decision-making agencies in other regions,and communicated in other regions and social areas.The proliferation of public policy innovations has formed.This policy phenomenon has frequently appeared in social change and national governance and has had a wide range of influence.It has gradually become an important part of policy research and has attracted the attention and research of many scholars.The academic circles have conducted in-depth explorations on the phenomenal features,dynamic mechanisms,diffusion patterns,and paths of policy innovation diffusion,accumulating certain research experiences and fruitful research results.However,research on how to promote policy innovation and how to promote the successful experience of policy innovation needs to be improved.At the same time,in the current era of China's advancement of the national governance system and the modernization of national governance capabilities,a large number of policy innovations have emerged.How to promote policy innovation and promotion to other regions has become a practical issue that is urgently needed to be solved by our government.Therefore,it is of great theoretical and practical significance to carry out research on China's policy innovation diffusion.American political scientist named Paul A.Sabatier and Hanks C.Jenkins-Smith created the Advocacy Coalition Framework that pays more attention to the advocacy coalition competition among different attributes within the policy subsystem,the role played by policy-driven learning activities,the policy-oriented learning activities among the coalitions and the alliances,and the external influence factors of the policy subsystems.This provides a unique and novel analytical perspective and theoretical tool for policy process research.Through the verification of the Advocacy Coalition Framework theory to analyze the four possible conditions for the policy innovation diffusion process,it is found that the ACF has obvious applicability and explanatory power for the research on the diffusion of public policy innovation.Therefore,this paper will make the ACF as the theory of interpretation of the policy innovation diffusion process,and select the new management policy about online car-hailing as an example.To define the policy subsystem in the process of innovation and diffusion of the policies,analyze the formation of “development alliances” and “regulatory alliances” in the sub-system of policy about online car-hailing,and to insight into the policy learning activities within the two alliances and among the alliances,explore the impact of external event factors on the proliferation of policys about online car-hailing.In order to explore the experience of policy innovation and proliferation,we have formed a strategic inspiration to promote the diffusion of policy innovation in China:Improving political literacy of policy participants,establishing interest coordination mechanisms and platforms for consultation and dialogue,cultivating rational policy subsystems and advocacy coalitions;Adjusting the policy belief system,training and developing decision-makers' policy innovation capabilities,and increasing their willingness to innovate in policies;Strengthening inter-governmental policy learning activities,developing multi-directional government cooperation and to establish and improve supporting mechanisms such as policy assessment,innovation incentive,and performance evaluation;Reducing the constraints of external factors,rationally allocating policy resources,paying attention to changes in public opinion,and obtaining political support from other policy subsystems.
