Citizenization policy of agricultural migrant is one of the core driving forces to effectively accelerate the process of citizenization.From the 1990 s to now,after nearly three decades of development,it has changed from the official opening of policy channels to the acceleration of citizenization development led by the government,and from the pursuit of "quantity" growth to the pursuit of "quality" improvement.It provides legal household registration status,equal employment opportunities and services,equal social security and services for the groups who have roots in the city.However,there are still some thorny problems such as the new dual structure of cities and towns and their willingness to work and live in cities,but their unwillingness to give up their agricultural household registration and take a wait-and-see attitude,passive integration into cities and towns.At the present stage,it is urgent to adjust the focus of the policy in order to adapt to the current development situation of citizenization.Based on the advocacy coalition framework theory,this paper studies the change process of the policy in order to summarize the law of policy change,and puts forward optimization suggestions for promoting its development in the future.Firstly,this paper clarifies the core concepts of the advocacy coalition framework,and analyses whether the premise and logic of this theory are applicable to the policy change of the agricultural migrant.Secondly,based on the core concept of the theory--policy belief system,it establishes a three-dimensional policy analysis model,and makes a coding and quantitative analysis of the policies publicly promulgated at the national level between 1992 and 2018.NVIVO and SPSS software were used for co-word clustering analysis to divide three stages of policy changes and objectively analyze the policy characteristics of each stage.NVIVO and Net Draw software were used to draw the network relationship among central policy participants,and the development mode from single core to multiple core indicated that the policy was developing towards the direction of multiple cooperation.Thirdly,apply this theory to analyze this policy theoretically.Different policy beliefs are used to divide positive and negative coalitions.It also clarifies the interaction between them and summarizes the law of policy changes of it.Finally,based on this study,it puts forward reasonable suggestions on the future adjustment of the policy from these aspects,which are the transformation of policy beliefs,the innovation of policy tool packages,the cohesion of advocacy alliances,the timing of policy changes,the support of other policy subsystems and etc.
