| In the context of the New Urbanization Construction and Public-Private Partnership,absorbing more social capital to participate in the supply of the urban public goods and public services becomes the inevitable choice.In the process,the market not only provides funds and management,but also participates in urban governance.However,social capital is not actively involved out of fear of government dishonesty.This paper then analyzes the different attitudes of Guangzhou and Shenzhen to social capital in the concrete project of "San-Jiu" Reconstruction.The incomplete contract theory,public choice theory,relationship between the state and society theory have been used to analyze the reason and essence for the policy shift of Guangzhou.Then this paper advocates the deep level variables of different path selection by comparing Guangzhou with Shenzhen.According to the article,Guangzhou and Shenzhen adopted the principle of market-led at the beginning of the "San-Jiu" Reconstruction.After that,Guangzhou strengthened government control and took back residual control rights of project in order to obtain more benefits,forming a government-led situation.In the face of the situation that the residual control right does not match the exclusive property,Social capital has greatly reduced motivation.However,Shenzhen has always followed the principle of market-led.The result is the stagnation of Guangzhou and the continuous promotion of Shenzhen in the “San-Jiu” Reconstruction.The explanatory variables of the policy differences between the two places include the new urban land construction index,the dependence degree of the land finance,the market position and the industrial policy,and the historical illegal construction land.In the end,this paper proposes how to better promote the cooperation between government and social capital from three aspects: central government,local government and social capital.The central government should improve the system construction of "incentive and restraint" and do a good job in the top-level design,orientation,policy guidance and performance supervision.As the main body of cooperation with social capital,the local government is responsible for the negotiation and determination of the details of cooperation,gives residual control rights to social capital,and need to restrain itself,treat everyone equally and keep its promise.As social capital,it should actively participate in cooperation with the government on the risk assessment. |
