Study On The PPP Model Of The Elderly Care Srevice:Based On Incomplete Contract Theory

With the continuous increase in the number of elderly people,the problem of old-age care is imminent and there is a huge gap in the demand for old-age care.The old-age care services are essentially quasi-public goods and should be provided by the government.In the past,our country also adopted a government-wide supply model.However,in recent years,as the economy has entered a new normal and the economic growth has slowed down,coupled with loose fiscal policies at the national level,the pressure on fiscal expenditures has increased,and the pressure on local government debt has also increased.It is far from satisfying the need to rely solely on the government to provide old-age care services.Growing demand for old-age care.Therefore,changing government functions,nurturing multiple supply providers,and attracting social capital into the pension provision system are effective ways to solve the current pension service problems.In this context,the government and social capital cooperation(PPP)multi-public service supply model rises.PPP is a public-private partnership that is established by the government and social capital to provide certain public goods(services)for benefit sharing and risk sharing.At present,China is still in the budding exploration stage of the PPP model.Although it has accumulated some experience,it initially has the policy,legal environment,and financial environment for the development of the PPP model,but it is still not perfect.PPP also has many problems such as inefficiency in practice.In-depth understanding of the problems in the development of the PPP model,analyzing the underlying causes of the problems and proposing targeted policy recommendations are of great significance for improving the efficiency of PPP,optimizing the PPP model,and advancing the sustainable and sound development of PPP in China.This article is based on contract theory and studies the cooperation in PPP in order to increase the supply efficiency of public goods(services).The basic contents of the thesis mainly include the following basic aspects:firstly,the introduction of related background contents of the thesis,including thereview and summarization of relevant research literature on endowment service at home and abroad,followed by the relevant theoretical basis,and the analysis of public goods according to the focus of this research.And its supply theory,complete contract theory and incomplete contract theory.Based on this analysis,the attributes and supply patterns of the aged care services are analyzed,and the control rights configuration model is constructed.The influence of control rights allocation on PPP efficiency under the PPP supply model is analyzed.The optimal range of control rights allocation is calculated based on the model.It is concluded that the right of control to the government or completely to the enterprise is not efficient.Then analyze the problems in the current PPP pension service in China and the underlying reasons,and finally put forward relevant policy recommendations.
