| Since March 19 th 2006,the General Framework of National E-government has been issued by Office of the Central Leading Group for Cyberspace Affairs,and the development of e-government in China has entered its 12 th year.On the demand side,the market demand for e-government outsourcing has gradually expanded.More large Internet companies,such as 360 and Tencent,have joined the ranks of service providers.E-government outsourcing volume and turnover are constantly expanding.On the supply side,contractors with rich experience and abundant funds monopolize high-quality technology and management personnel.The behavior of pursuing profits is obvious,and the hidden danger of information security has not been fundamentally alleviated.At the same time,under the "new normal",the central government has put forward higher requirements on the quality and management mode of e-government construction to local governments.In this context,the stacking of risk factors has limited ability to solve the security problems in reality,and the research on the risk of e-government outsourcing is limited to the general technical level,which is out of touch with the government management mode.The promotion of E-government outsourcing must focus on the behavior of outsourcing participants and the logic behind it,innovate the outsourcing cooperation mechanism,and gradually establish an effective security prevention service system.In order to root out the above problems,this paper uses the idea of control in the theory of incomplete contract,and apply to the case analysis method on the basis of a large amount of literature reading and the oretical combing.The risk research is designed as follows: firstly,the background of e-government outsourcing,the research problems,the practical and theoretical significance of the research,the research methods and the framework of this paper are described.Then,the e-government and service outsourcing are taken as the breakthrough point.This paper clarifies the connotation and extension of E-government outsourcing,mainly explains the current research situation of E-outsourcing risk at home and abroad,and analyzes the problems and difficulties that E-government outsourcing risk research faces.Based on incomplete contract theory,this paper constructs five control rights dimensions of E-government outsourcing risks,analyzes the causes of outsourcing risks and the mechanism of emergence,and really restores the starting point and action logic of stakeholders in E-government outsourcing.And through the case of the construction of intelligent information platform in Ulanhot,the paper verifies and analyzes the dimension of the proposed research.Based on the research of five control rights and experiences,this paper proposes the relevant measures of risk governance of e-government outsourcing: setting up a professional e-government outsourcing information platform,selecting contractors openly,paying attention to system adaptability and practicality in the planning and setting stage;To ensure all aspects of information security,focusing on system maintenance,upgrade and update;introducing third-party information security companies to improve supervision and management;and establishing a sound cooperative and interactive mechanism,avoiding the negative effect of outsourcing risk on e-government construction to the maximum extent.In summary,the author thinks that from the five dimensions of control rights,such as planning setting,operation mode selection,supervision,check acceptance and project prosecution,a risk analysis framework which is closely related to reality is constructed,in order to select reliable partners,form a long-term and stable win-win relationship,weaken business motivation,maximize the ownership of the project in government organizations,avoid the resulting security risks,Ensure the stable and reliable operation of the government information system and improve the success rate of outsourcing. |
