In recent years,government purchases have become a common supply means for social public services to compensate for the shortcomings of the traditional government's single supply model,better meet the increasingly diverse public services needs of the people,and reduce the government's financial burden.Although the government's practice of purchasing social services has achieved initial results at present,there are still some problems to be solved in practice.For example,the change in demand for social services leads to the difficulty of fulfilling the original purchase contract,and it is difficult for the government to objectively measure the effectiveness of social services.Etc.These all present the incomplete nature of the contract.Based on this,this paper will start from the Incomplete Contracting Theory,identify the three types of risks of purchasing social services due to incomplete contracts,and based on the four governance perspectives,sum up the four major measures for government to purchase social service risks,so as to improve the quality and efficiency of social service supply,and promote the practice of government procurement of social public services.This paper selects Guangzhou Family Comprehensive Service Center as a research case,and comprehensively uses case analysis method,literature research method and interview method to deeply study the contract incomplete risk and its control measures in the purchase process of Guangzhou Family Comprehensive Service Center project.The study found that the purchase project of Guangzhou Family Comprehensive Service Center has the risk of market demand changes caused by the limited rationality of the contract subject and the operational risk brought by the uncertain changes of the contract environment;the moral hazard and quality instability risk caused by the contractual behavior is difficult to fully contract;the moral hazard and corruption risk due to the inability of the service to prove.Finally,this paper proposes improvements for the existing risk management defects of the Guangzhou Family Comprehensive Service Center purchase contract.First,from the perspective of property rights,based on the FM model,the government should share the residual control rights with the social work service agencies to share the benefits and risks.Secondly,from the perspective of reputation,we should pay attention to the evaluation of the satisfaction of the service targets to the social service provided by the family,and establish a reputation information platform for the social service organizations to constrain the social media service institutions' speculation and prevent the moral hazard of the undertaking institutions.Third,from the perspective of compliance,a reasonable monitoring mechanism should be designed to give full play to the risk identification and timely stop loss of the annual comprehensive assessment results.Fourth,from the perspective of judicial intervention,it is necessary to make good use of judicial means to resolve disputes in the purchase of social services and minimize the losses caused by risks.
