Study On The Failure Of Public Service Contract Outsourcing And Its Correction Mechanism

Public service outsourcing contracts could be called government purchase of public services that the government through a contract with a third party to perform the functions of the transfer from the role of service producers and suppliers into the mandatory and supervisor.As a way of privatization,contract outsourcing has been highly recommended in the context of building a service-oriented government and emphasizing the transformation of government functions.The Third Plenary Session of the 18 th CPC Central Committee clearly stated that it is necessary to vigorously promote the government to purchase services.To meet the innovation and change the institutional arrangements,the realization of its value function depends on the government and market collaborative governance.Government functions,cost-effectiveness and citizenship are three important contents of privatization;meanwhile,it is also the significance of promoting contract outsourcing.At present,China is in the exploration period of public service reform,and the contracting outsourcing presents various problems,such as lack of competitive mode of purchase and immature market.The over-emphasis on cost-effectiveness leads to the neglect of citizenship and government functions.In recent years,the outsourcing of public service contracts has failed frequently.Many public services have returned to the traditional mode provided by the local government after the failure of outsourcing.This raises doubts about the rationality of privatization reform itself.Focus back to the public welfare and the government responsibility.The need to recognize the reality is that C hina and the Western countries at different stages of development of the contract outsourcing,reform background,the scope of outsourcing and development level there are large differences in C hina from a planned economy to a market economy,in the authoritarian tradition of the system,The most important issue is the government decentralization and democratic procedures,while the decentralization still stressed the government's supervision and regulation,the article started to discuss this.Secondly,according to the reform experience of the western countries,from the privatization to the privatization is a reasonable trend,reverse contracting is a political and economic rational response;the governments own responsibility to re-examine,which is also an effective way to enhance competition,is conducive to the smooth progress in outsourcing.This paper is divided into seven chapters.The first part is a brief introduction of background,purpose,significance,research methods,characteristics and innovation,the research status at home and abroad is summarized and reviewed;Secondly,on the basis of the theoretical hypothesis of privatization,this paper analyzes the failure of contract outsourcing from different perspectives,recognizing different types of public services from different levels of analysis,with a specific indicator in different contexts may have a double meanings;make a simple analysis of the failure situation at home and abroad,introduce a typical case of failure,and from the external and internal conditions and background of the implementation of service outsourcing in C hina and the western countries,to understand the limitations of our country;then summed up the four types of failure,discuss the reason for the failure;Finally,aimed at the actual situation of our country,present the correction mechanism for outsourcing failure.
