The issue of discrete family members has always been the focus of attention on both sides of the Korean peninsula.The pain caused by the split of the Korean Peninsula triggered by the country's ideas and military affairs is by no means a question of either Korea or North Korea,but it is the problem of the entire nation on the Korean peninsula.However,due to the fact that the North and South Korean Peninsulas have chosen different political systems,and they have competed against each other,they have not been able to find a proper solution to the North-South relations and the problems of the dispersed families.Although the South and North both agree with the identity of the Korean nation,the existence of both sides is a completely opposed "idea." This "ideology" is an important factor hindering the unity of national identity.After the signing of the armistice agreement in December 1951,the two parties reached an agreement to repatriate their countrymen.After the formal launch of the North-South Red Cross talks in the 1970 s,the issue of the meeting of the separated family members was formally moved to the table.During the period,the South and the North have also made many tentative suggestions on solving the problems of the separated family members,but in the end,many factors have not been properly solved.It was not until1985 that the first meeting of separated families of North and South families was successfully held.When the North and South sides of the Korean Peninsula are in hostile relations,the Korean government regards the group of separated families as a symbol of anti-communism.The North Korean government regards this group as a crowd that fled from the US imperialist oppression.Although the relations between the South and North Koreas have been based on humanitarian issues,the separation of family members is viewed as an important issue between the North and the South.However,due to the different political goals of the two Koreas and other factors,how to properly solve the problem of the separated family members has not been resolved so far.A fundamental consensus can be reached.This paper tries to think about the problem of discrete family members and correctly understand the discrete family members from the origin of the discrete family members.Due to the fact that the topic has been extended to this day and the time period is relatively long,the research scope of this article is set during the period of the regime of Lee Seung-hae and Park Jung-hee.In this context,individual short-termrulers who are in the transitional period or who have no obvious impact on North-South relations do not make too many details.At the same time,due to North Korea's relevant literature and official information is limited,therefore,this article is mainly based on the Korean government's discrete family policy as the main line,compared with the North Korea's discrete family policy.Correctly understand the process of the formation of a special group of discrete family members in the early days of the liberation of the Korean Peninsula,and analyze the standpoints and attitudes of the Korean government and the North Korean government on the issue of discrete family members in the early stages of their formation.What kind of response measures and policies have been taken is of utmost importance.From the root of the problem to understand the discrete family members and analyze the factors affecting the discrete family members in the initial stage of the Korean Peninsular split-up and study them in stages,it is possible to formulate proper solutions for the separated families in the north and the south who are still changing.It also helps clarify the essential obstacles to the construction of the peace mechanism on the North and South of the Korean Peninsula.
