Research On The Open Data Of Local Government In China

China's data resources are diverse and numerous.The government is the main owner of massive data and it holds most of the core data.The utilization and development of these data can create enormous economic and social value.At the same time,the big data era has arrived.The prerequisite for implement Big Data Strategy is to open raw data to society.Only by opening data resources to the society will it be possible to promote the data resources' utilization and development and bring about enormous economic and social benefits.At present,Chinese governments' open data is in a period of rapid development.Several places are actively promoting the government's open data and have achieved success.China's open data has started relatively late and has a large gap with developed countries.There are also many problems in the process of open data.Analyzing and summarizing these issues and proposing corresponding measures are very important for improving the level of government's open data in China.The theoretical basis of this article includes holistic governance theory,service-oriented government theory,people's sovereignty theory,and research methods including case studies and literature research.The article introduced the general situation of the open data of China's government,and selected the Shanghai Municipal Government,which was the earliest to open data,as a research case.As the earliest local government for open data,Shanghai municipal government has accumulated a lot of experience.Compared with other local governments,Shanghai is in the lead.Shanghai municipal government has built a data opening platform first,which has opened a large number of data and has a wide range of data open topics.Many departments provide data and the open data has a certain amount of page views and downloads.Through in-depth research on the Shanghai municipal government's open data platform,it has been found that although the Shanghai government has achieved some achievements in data opening,the following problems have also emerged in the process of open data: 1.The function of government data open platform is not perfect,and some of its functions are nominal.2.Data update is not timely,and some data are not updated in accordance with the prescribed frequency.3.Low data utilization,low downloads of some data and few mobile applications are developed.4.Open data among departments is uneven,and the number of data provided by some departments is very small.5.Some data are not practical,and the quality of some data needs to be improved.6.There is no effective interactive feedback mechanism between data developers and platforms,which is not conducive to the benign development of open data.7.The risk of data leakage is huge.According to the analysis of the relevant system of open data,the reasons for these problems are four points: the imperfect relevant laws and regulations,the imperfect management mechanism,the unformed data culture atmosphere and the lack of big data professionals.On the basis of discussing the problems and reasons of Shanghai municipal government's open data,combining the general situation of the local governments' open data in the whole country,this paper puts forward some perfect measures: 1.Establish and improve regulations and laws;introduce the “The Regulations of Open Government Data” and “The Law of Personal Information Protection” at the national level as soon as possible;2.Establish a perfect management mechanism for open government data,including the mechanisms of leadership,coordination,supervision and performance evaluation;3.Create a top-down data cultural atmosphere;foster administrative culture of government and the data literacy of the public;encourage and mobilize multiple subjects to participate in cooperation;4.Establish a national data talent development strategy;improve the knowledge system of the training of data talents in Colleges and Universities,then cultivate big data professionals in many ways.
