Research On The Open Government Data From Perspective Of The Holistic Governance

With the rapid development of new information technologies which are represented by cloud computing,networking and big data, while ideas of systematic and holistic governance become widespread, seamless and one-stop public services are advocated by government regulators, the traditional Government Information Disclosure rapidly transforms into the Open Government Data, the present governance begins to pay more attention to citizen orientation and results orientation. Since 2009 the open data movement (OGD) of the U.S. government has been launched, data opening become rapidly across the globe, the domestic leading city such as Shanghai, Beijing, Wuhan,Jiangsu are also carry out the open government data. However, depending on recently studies about practice of open government data in our country,which is still in its infancy, lots of problems are widespread such as insufficient government coordination,low public participation, unreinforced quality and normative of the data, incomplete system and legal system questions.The thesis took the open government data platform of Wuhan as an example,using the systematic to open the perspective, the holistic theory to give a summary and analysis for the problems, then combined with the field interviews and questionnaire survey, at last put forward the countermeasures. It mainly included five parts:The first part is introduction, mainly elaborates background of the selected topic, feasibility and significance of the research,relative research both at home and abroad and some concept set. The second part elaborates the theoretical tools, it gives native thinking for the Holistic Governance, then elaborates the open government data in this thesis. The third part is the empirical analysis which was carried out on the wuhan municipal government data service network.Carrying on practice research from two dimensions which are the factors and the environment of a system while taking the open government data platform of Wuhan as individual case, to observe the platform analysis and statistical data from five aspects which infer to the subject of obligation, the subject of right, the object and so on. The fourth part is to find and analyze problems through the holistic governance theory. On the basis of the existing observation results of the analysis, using the Holistic Governance theory as the instruction, then integrates the related factors,taking questionnaire investigation about user's satisfaction, analyzes the problems of open government data in our country from five aspects which are the body structure and the cooperation of the open government data, the integration between government agencies and its function, the integration between the data resources and information technology,citizen's demands of the platform,the user's satisfaction. In the last part, the thesis puts forward six aspects of promotion strategies,which refers to training a professional contingent for opening data and establishing the rewards and punishment mechanism;improving government coordination skills and enhancing the inter-departmental cooperation; broadening the channels for citizen's participation and cultivating citizen's cooperation consciousness; regulating data's management and service as well as bettering its availability, ease of use and its effectiveness; establishing a special legal system for opening data and giving policy support for it; open the legal system, giving the open policy support for the data opening.Possible innovation points of the thesis: On one hand, it activated the integrity of the value of governance theory and embodied the application of this theory in the era of big data. On the other hand, in the part of empirical analysis, it combined the method of the.system theory analysis, observed multiple indicators of recent open data practice of our country in the longitudinal,to find and analyze problems in a comprehensive way.Moreover, the countermeasures part was eleborated throughout the era of big data development concept and put forward specific new ideas.
