Research On The Personnel Delicacy Management Of The Qinghai Guard Forces

Since the 18 th national congress of the communist party of China(CPC),the CPC central committee and the central military commission(CMC)have issued a series of policies and major measures to strong the army.General secretary xi jinping has made a series of important instructions to the strong the army,focusing on upholding and developing socialism with Chinese characteristics.According to the instruction of general secretary xi,the national armed police force has carried out a series of fundamental changes,strengthened the sense of responsibility of all officers and soldiers,and made efforts to improve the daily work training process,especially the national guard forces.To improve the delicacy management of the troops is a major effort to increase the efficiency of the troops,and to improve the military style,which is an essential requirement for the building of the troops.The problems and phenomena that the troops have in management,mostly due to the lack of scientific and efficient theoretical guidance and the lack of advanced management methods.With the development of society and the renewal of the concept of the army,the scientific development of informatization has accelerated,and the extensive management mode has been unable to meet the development needs of the security forces.Through investigation and analysis of the current situation of the management in the domestic military organs and the management of the grass-roots units,in combination with the present situation of the security management in the Security forces in Qinghai,the countermeasures are proposed to solve the problems through the delicacy management theory.The research on this paper considers that,by constantly updating the advanced control concept,insisting on the people-oriented principle,keeping the local conditions under control,and maintaining innovative management methods,we will develop effective objectives and quantify management.We should improve the rules and regulations and establish an effective mechanism for rewards and punishment to improve the level of personnel delicacy management and lay the foundation for the strong army.The current theory of delicacy management results are in view of top-down.Theoretical research is more,but concrete countermeasures are less,lacking of empirical research and specific measures.Summarizing and analyzing the delicacy management problems,this thesis puts forward the corresponding ideas and measures to solve the current problems finally,depending on the public management theory,and combined with actual experience of myself joining the army.
