Research On The Efficiency Of Basic Public Service Financial Expenditure In Western China

Along with the development of economy and the change of social structure,people thought in change,the demand for basic public services are diverse and in-depth,especially the change in the new era the main contradiction,the government basic public service expenditure requirements are higher,the government needs in the field of basic public services related to the livelihood of the people is more effective input in order to obtain higher output.At the present stage,the nineteen clearly put forward that we should speed up the establishment of modern financial system,and the basic public service financial expenditure is the main component.The basic public services provided by the government still can't satisfy the public.In this context,it is of great significance to study the efficiency of basic public service financial expenditure and how to improve its efficiency.This paper selects the panel data of the twelve provinces of China for 2007-2016years' financial input,uses the output oriented DEA model under the variable scale compensation hypothesis,and uses the deap2.1 software to calculate three kinds of efficiency values of the basic public service financial expenditure of the Western provinces,namely,the comprehensive technical efficiency value,the pure technical efficiency value and the scale efficiency value.The results show that,in addition to the good performance of the three types of efficiency analysis in Sichuan and Guangxi,the other provinces have different degrees of difference.Specifically speaking,in terms of comprehensive technical efficiency,the comprehensive technical efficiency of basic public services fiscal expenditure in western provinces has declined in recent years,and there is still much room for improvement in general.In the pure technical efficiency,the overall performance of the western region of the pure technical efficiency is good,closer to the efficiency frontier than the scale efficiency and technical efficiency,in addition to Qinghai and Tibet,the pure technical efficiency of poor performance,the provinces are small amplitude adjustment to reach the optimal management of financial funds.In terms of scale efficiency,the scale efficiency of Chongqing and Tibet is thelowest,and the change trend and range of scale efficiency in each province are very large.But most of the provinces have not reached an ideal state and need to be constantly improved.Based on the conclusion of the empirical analysis,this paper puts forward some suggestions to improve the efficiency of the basic public service in the western region by combining the actual situation of the efficiency of the financial expenditure of the basic public services in the western region: to establish and improve the public financial system,to ensure the efficiency of the investment and output of the financial expenditure and to promote the basic public service.The realization of the equalization goal;the western provinces should take various reasonable and effective measures to improve their respective financial expenditure efficiency according to their own actual conditions,and improve the supervision system of the basic public service financial expenditure.
