Study On The Problems And Countermeasures Of Promoting Household Registration System Reform In Xuzhou

Household registration system is a basic administrative system in our country and an important principle which population management should adhere to.It concerns the vital interests of all the people and their social life,and play a positive role in the Long-term social stability.However,with the rapid development of the economy and society,the reform of the household registration system is relatively lagging behind,and some drawbacks appears,which is less suitable to the current era.For example,the identity difference caused by the household registration system forms a social system of binary opposition,which blocks the free flow and migration of the population,leads to the discrimination in the enjoyment of social welfare and basic public services,which goes against the value goal of social fairness and justice,and seriously hinders the burst of social vitality.Therefore,the reform of household registration system is imperative.Through the reform of the household registration system,the inequality caused by the difference of resident status can be eliminated,social fairness and justice can be promoted,and social vitality can be stimulated,thus the healthy operation of the society could be realized.As a special city in southeast of China,and a regional central city and a big population city,Xuzhou started household registration system very early to meet the needs of new urbanization and integration of urban and rural development,and became a representative model.Xuzhou is selected as the main research object,and literature research,field research and comparative research methods are used to reveal that in the process of promoting the reform of household registration system in Xuzhou,and problems are revealed,which include “separation of people and households ”,lagging collection of "informed" information,doubts about the rationality of household registration certificate,“double-track system” repeated recording of information,serious population loss,and insufficient information of the floating population management carrier,etc.The reasons for the above problems lie in the imperfect household registration system,the low linkage between government departments,the lack of government financial support and the lack of supervision mechanism.Several strategies as follows are proposed to solve the above problems,standardizing household registration management,exploring the path of distinctive urbanization construction,reforming the land property rights system,developing new ways of providing public services,widely publicizing the household registration system reform policy,actively integrating into the "Internet Plus" government services,and establishing a legal guarantee mechanism for the reform.On the basis of the above opinions,this paper mainly makes an innovative research and interpretation on the reform of the household registration system,and tries to further deepen the reform of the household registration system by transforming from two "standard",that is,from the status standard to the ability standard.
