Administrative supervision prohibits public servants from deviation and raises the transparency of administration,and therefore is an important function that leads to a sound national administration.As administration becomes more complicated and professional in the modem society,and the role of a government becomes broader,the corresponding possibility of corruption or illegal act by public servants also becomes higher.In the result,in order to supervise and control corruption or illegal act,how to establish an efficient national administrative supervision system already became a global issue,and China and Korea have made various and broad efforts to reach this goal.The aim of this study is to understand fturther the relevant institutions of the both countries and to provide mutual implications to make up efficient measures,which is based on the understanding of national administrative supervision systems of the two countries.The first chapter is a study on the notion of administrative supervision and national administrative supervision systems.The second chapter through the fifth chapter are studies on the two countries' legislative administrative,judicial supervision over national administration.These four chapters specifically compare and analyze China's National People's Congress,National Audit Office,Commission for Discipline Inspection,Supervisory Committee,People's Court and People's Procuratorate and Korea's National Assembly,the Board of Audit and Inspection,Court,Constitutional Court.These chapters focus mainly on the two countries'legislative,administrative,judicial supervision,in order to guarantee fairness and credibility,perform what kind of roles legally,institutionally and functionally.The sixth chapter is a study on the weakness of the two countries,national administrative supervision systems and the mutual implications to improve.China,in order to improve its administrative supervision system,needs to make up a mutual cooperative system between special administrative institutions and internal supervision institutions,and needs to refer to Korea's institutions including“Improper Solicitation and Graft Act",immunity from responsibility for positive administration,and some systems to guarantee subjects' right to defense.Korea,in order to improve the function of supervision of duties and professionalism,needs to refer to“Supervision Law',of China's special supervision institutions and the arrangement of local institutions,and needs to strengthen its supervision over top executives in national institutions as China's audit supervision of economic responsibility does.
