Resarch On The Ideological And Political Work In The Goverment Emergency Management

At present,our country is in a crucial period of reform,opening up and the modernization drive.Under the special conditions of economic and social transformation,the incidents caused by all kinds of deep-seated problems and intensification of the conflicts have brought serious problems to the social production and people's livelihood.Ideological and political work act as an important lifeline in emergency management and plays an important role in preventing and responding to emergencies.How to make the functions and values of ideological and political work effectively worked has become an important issue for the party and the government.This paper will take the particularly serious fire and explosion in dangerous goods warehouse of Tianjin Port "8 · 12" Ruihai as an example,analysing the progress and measures taken in the ideological and political work in depth to sum up the existing problems of ideological and political work in this case,and tracing these problems to find ways to improve the ideological and political work in the major production of safety accidents.In this incident,the problems existing in ideological and political work mainly include the following five aspects:the lack of crisis awareness,the poor communication,the lack of coordination and cooperation,the lack of humane care and the lack of emergency contingent of ideological and political personnel.The article also gives practical opinions and suggestions on these five aspects.By taking the experience and countermeasures that have been summarized in this accident to the level of generality and universality,it will provide reference for future government emergency management.Therefore,this article uses the relevant theoretical knowledge of emergency management and ideological and political work,combined with the case of the serious fire and explosion accident in Tianjin Port of August 12,and adopts a variety of ways to study the status of ideological and political work in emergency management,which mainly includes the literature research method,case analysis method,comparison method,and multidisciplinary research method.The structure and framework of this article are mainly divided into four parts.The first part is the introduction.In this part,this article mainly elaborates and discusses the background and significance of the research topics,domestic and foreign research review,research ideas?methods?key and difficult points.The second part is to expound the relevant theories of emergencies and ideological and political work from the theoretical point of view.In this part,it mainly deals with emergencies,emergencies management,ideological and political work,and the relationship between emergency management and ideological and political work,which provides a basis for the analysis of ideological and political work in the management of explosion accidents in Tianjin Port.The third part is based on the Tianjin Port explosion accident as an example to analyze the current status of the ideological and political work functions in the accident.Based on the analysis of a large number of materials,the author analyzes the current status of ideological and political work in this incident and explores the problems existing in the ideological and political work during the incident,and also analyses their causes,which provide practical and factual basis for improving the ideological and political work in the emergency management.The fourth part mainly discusses the experience and countermeasures of optimizing the government's response to ideological and political work in emergency management.This paper argues that we should optimize ideological and political work and improve the management of emergencies from the aspects of early warning and education,information communication,perfection of participants,adherence to the"people-oriented" and personnel training.
