In recent years,the reform of the mechanism of disaster prevention,mitigation and relief has been got attention from China.Large economic losses or casualties may be caused in a relatively short period of time by heavy emergencies which usually occur simultaneously in multiple administrative districts.However,major emergencies are mainly responded by administrative districts in China.And emergency materials,teams,and equipment are also allocated in administrative areas.Ministry of Emergency Management has been established,after China make major adjustments to the existing institutions of the State Council,and integrated the disaster prevention,mitigation and relief functions scattered among 13 ministries and commissions.This can largely realize the whole management in the process and overall of the entire disaster,conducive to the formation of an emergency management system with Chinese characteristics include unified command,rapid response,up and down linkage,peacetime and wartime combination.Greatly solve the dilemma of “Kowloon water treatment” in the region emergency management.But There are still many problems in emergency joint-action of trans-boundary emergencies.The emergency joint-action response mechanism is the key to effective response to disasters,and the important way to scientific decision-making.The construction of emergency joint-action response mechanism for trans-boundary emergencies has received more and more attention.How to improve the emergency joint-action capability of trans-boundary emergencies is a hot research topic at home and abroad.Firstly,the regional characteristics of national emergencies,the characteristics of trans-boundary emergencies and the necessity of regional joint-action response mechanism are analyzed in this paper,according to the characteristics of emergencies and the distribution of emergency incident types within the region.Secondly,the defects and shortcomings in the emergency joint-action response mechanism of the existing trans-boundary emergency joint-action response mechanism are analyzed according to trans-boundary emergency cases,emergency joint-action organization structure and operation mode of trans-boundary emergency.A key process framework of emergency joint-action response mechanism has been created for trans-boundary emergencies,combined decision-making,command,and executive layers.The Stochastic Petri Net Model for emergency joint-action response mechanism of trans-boundary emergency has been designed,On the basis of emergency joint-action response mechanism of trans-boundary emergency.Finally,resource allocation in emergency joint-action process of trans-boundary emergency and the bottleneck problem in the emergency process are quantitatively analyzed in system performance evaluation with stochastic Petri nets which built according to the "8·12" Tianjin Port Explosion.Providing auxiliary decision-making means for emergency management of trans-boundary emergencies,has certain innovation.
