Reserch On The Management Of Petition Work Of Primary Government Xinyi City

Under the background of comprehensive deepening reform,the deep-seated social contradictions are highlighted.The grass-roots level is the gathering place and source of various social contradictions,the grass-roots government is the main body to deal with various social contradictions.More and more social contradictions are revealed in the form of letters and visits,and territorial management has made the grass-roots government the main battlefield for letters and visits.Therefore,the appropriate management of the letter and visit work in grass-roots government is beneficial for carrying out grass-roots government work smoothly,resolving social contradictions,maintaining stability and solidarity of the society,and strengthening the governing capacity of government.Doing well the management of the letters and visits work in grass-roots government would lead to effective responding to the problems raised from the letters and visits,and promote the management of letters and visits.However,how to promote the continuous innovation and improvement of the management of letters and visits in the grass-roots government,and make it to play a positive role in the changing situation,has became a major issues for the letters and visits workers in grass-roots government.Herein,the letter and visit work of Xinyi grass-roots government was used as the study object,and the relevant theories and methods of public management are used to explain the theories of the management of letters and visits at the grass-roots government,the achievements of the management of the letters and visits in Xinyi also was summarized.Based on field investigation and collection of literature,we visited bureau of letters and visits,13 township governments of Xinyi to further understand the problems of letters and visits in the grass-roots government of Xinyi through field visits,checking ledgers of letters and visits work as well as local letters and visits work rules and regulations,etc..Reorganize and sum up the specific problems of the management of the letter and visit work in the grass-roots governments of Xinyi,such as the unclear responsibilities of department,too much pressure of assessment mechanism,insufficient strength of the team of letter and visit work,nonstandard procedures of the letter and visit work,inefficient work.This paper study the management of letter and visit work in Xinyi,find the problems of management of letter and visit work in grass-roots government under the background of new era.Formulate strategies for improving the management of letter and visit work based on the advanced experience of other areas in China:(1)improving the management mechanism of letter and visit work in the grass-roots government;(2)clarifying the responsibility of letters and visit work in the grass-roots government;(3)improving the comprehensive quality of letters and visit work in the grass-roots government;(4)optimizing the processing model;(5)Strengthening the standard management,improve the letters and visit work in grass-roots government of Xinyi finally,innovate social management,reduce the amount of letters and visits of grass-roots governments,alleviate the social contradictions at the grass-roots level,maintain stability and promote the harmonious development of society.
