Research On The Performance Accountability System Of Grass-roots Government’s In Letters And Visits Since The 18th National Congress Of The Communist Party Of China

The problem of letters and visits is a specific reflection of the contradictions and conflicts in the process of the great adjustment of interest pattern in the current social transformation period.The handling of petition work has a direct impact on social harmony and stability,and the resolution of petition at the grass-roots level is the general direction of the petition work in China,as well as the focus of the whole petition work in China.Since the 18 th CPC national congress,China has been deeply promoting the reform of the complaint reporting system.On the one hand,the complaint reporting assessment system has become more scientific and reasonable.On the other hand,the accountability system of letters and visits is more systematic and law-based,which promotes the better implementation of the work of letters and visits,prevents and reduces the occurrence of the problems of letters and visits at the source,promotes the timely and local settlement of the problems of letters and visits,and protects the legitimate rights and interests of the masses.This paper takes contemporary Chinese grassroots government as the research object,and takes X street in Y district,Changsha city as an example.This paper focuses on the investigation of the operation of the performance accountability system for petitioning by grassroots governments,and then USES the qualitative research method to reveal the existing difficulties in the performance accountability system for petitioning by grassroots governments.Unlike most of the existing "government-society" research perspectives,this paper will discuss how the central government influences the grass-roots government’s petition governance process through the performance accountability system from the perspective of "central government-local government".This paper argues that the content of the current grass-roots government petition assessment system in China is mainly the result assessment and the petition assessment of the higher level,while the accountability system of letter and visit is the same accountability and leadership accountability.The characteristics of this system lead to the increasing pressure of the grass-roots government petition,governance behavior alienation,petition responsibility identification difficulties and other problems.The special governance system and unreasonable complaint reporting performance accountability system are the key factors that affect the smooth development of the complaint reporting performance accountability work of grassroots government in China.Therefore,in view of the above development difficulties,on the one hand,we can establish a scientific and reasonable performance appraisal system,attach importance to the whole process appraisal mode,and gradually realize the combination of instrumental rationality and value rationality.On the other hand,it can strengthen the construction of the supporting system of credit access and responsibility,carry out the standardized system of performance responsibility,and realize the diversified accountability structure.
