Study On Rural Cadres Cultivation From The Perspective Of Rural Governance

Cultivating and reforming rural cadres is the key to establish a stable rural political order and realize the orderly governance of rural cadres,and also an important part of rural construction.Before the founding of new China’s rural political construction,various properties of political organization including the rural government,village council and all sorts of public organization and commission,they together participate in the process of the communist party of China rural construction.Through close combination by party organizations at the grass-roots level,democratic election of village cadres and mobilize people participation,the communist party of China’s rural social governance model shows the combination of system that party branch,the regime and public organizations at the grass-roots level,through the interaction between each participation main body,to realize the coordination from the diversify participate body.Village cadres play a leading role in the process of rural construction,and cadre training is the key of rural construction and grassroots government construction.In this paper,the author mainly analyzed and interpreted the files content about rural regime construction and transformation,rural democratic election,village cadre training and the branch of education before the founding of new China(1945-1949)in Taihang area.In addition to the "introduction" and "conclusion",the main body is divided into five chapters,study the rural cadres in the Taihang area as the main body,make the rural construction and the cadres training as the breakthrough point,the author using political science theories and methods to reveals the historical period of cadre training principles,ideas and methods.The first chapter introduces and analyzes the reconstruction and reconstruction of the village regime in Taihang district.Through the analysis of the village regime reconstruction and renovation process,to illustrate the change of the rural political power subject and embody the characteristics of subject of rural construction in this history period,but also produce the demand of the cultivation of new cadres and reforming the old cadres.The second chapter analyzes the village selection in Taihang district.In the rural construction of this period,the rural elites entered the rural power system through the village selection and became the participating subjects in the management of rural affairs.The village election is an important embodiment of the realization of democracy at the grassroots level,the harmonious development of rural society and the pursuit of good governance in the countryside,as well as an important process for the cultivation of cadres.The third chapter is the analysis of village administration cadre training.In this period,the village cadres generally have a serious negative problem,which in turn affects the progress of rural production work orderly.The village cadres is the main force of rural leading farmers’ production and living,so solving the problems about the cadre is imminently,in order to solve this problem,the communist party of China set up training class to training the cadres.Through analyzing the cause of the problem of cadres and expounding the contents of cadre training,this paper reveals the governance methods of cadres in this period.The fourth chapter is mainly analyzing the education of party cadres in rural areas.This special period of rural political model based on order of the party as the core of refactoring,basic-level party organization is the Chinese communist party organizations at the grass-roots level in rural society,the basis of all the work and combat effectiveness of party’s ties is the bond and bridge with the masses.During this period,there is problem of backward thinking and low political consciousness in Party members and cadres,through to the cadre education,it is helpful for maintaining the advanced grassroots party organizations,even better play to the basic unit party member cadre’s political functions.The fifth chapter is the revelation of the historical experience and realistic inspiration of the cadre training in this historical period,and the training of cadres in this period is constantly adjusted according to the needs of the situation.The promotion of the village election has injected new blood into the rural political power,and it is also a manifestation of grassroots democratic development.Cadres training and party branch education as important content of cadre training,as well as important aspect of rural cadre management,they enhance the cadres’ ideological and cultural quality and class consciousness effectively,so as to promote the development of rural construction better.The rural governance in the revolutionary period is a revolutionary transformation of the management of the traditional rural society,Penetration by the Chinese communist party in the rural society,played leading role of the construction of the rural cadres and the bridge between ties with the masses,we explore rural cultivation under the background of the cadre training content,we can learn about the development of the relationship with countries,grassroots cadres and farmers,and for countries to promote the development of social democracy at the grass-roots level and improve understanding of the new rural governance,through a series of measures to cultivate the cadres,they get improve and growth,their thinking consciousness also get improved,cadres has played a positive role in the affairs of promoting rural.The development of village cadres promotes the establishment of rural order,and the rural governance trend to a good direction as well as promote the development of rural social order.This is in line with the need for a sound rural governance system for rural revitalization mentioned in the nineteenth report.
