The leadership group and the administration of leadership in the state-owned power enterprises is a general term of some specific systems which encompass the structure design of leadership, the relationship of subordination among personnel, the partition of administrative power, selection and cultivation of cadres, performance evaluation and the mechanism of supervision, motivation and constraints. With the progressive deepening of the policy of reformation and opening and the gradual improvement and perfection of the modern corporate governance structure, the drawback of the original leadership administrative system of the state-owned enterprises comes out prominently day by day. It has become so incongruous with the requirement of modern enterprise administrative leadership governed by the market economy that it has seriously hindered the further development of state-owned enterprises. In the process of the advancement of the reform of market economy system and transformation of the pattern of economic growth, the original leadership administrative system of the state-owned enterprises has become one of the problems to be solved urgently. Now the deepening reform of state-owned power enterprises is in the crucial stage. After many years of trial and accumulative experience, state-owned power enterprises have been provided with preferable economic foundation and mental preparation. For the next stage, the reform of the cadre and personnel system should become the breakthrough of the reform of state-owned power enterprises. Only in this way, can the selection and administration of managers of state-owned power enterprises be solved properly. Therefore, it is high time to learn the successful experience of the advanced enterprises, to transform the practice of state-owned power enterprises directly governed by the government, and to reform and improve the system and mechanism of enterprises leadership administration.In recent years, with the gradual deepening of enterprises reform, Inner Mongolia Power Company has been progressively adjusting itself to the development of market economy system and boosting the establishment of modern enterprises system step by step. However, in practice the reformation of enterprises has not fulfilled completely. Although corporatization of state-owned enterprises has been adopted, the original management systems and methods are followed; consequently, the issues of capital and persons are perplexing the reform of enterprises, among which the issue of persons has become increasingly prominent. This paper takes Inner Monglia Power Company as an example, makes a rounded analysis of the reform history of its leadership administration, and its current situation in terms of construction of leadership group, leadership administrative system, evaluation and assessment, cultivation and education and supervision, and finally puts forward outstanding issues from the following three perspectives: selection and appointment of cadres, education and cultivation of cadres and supervision mechanism of cadres. Combined with the practicality of the enterprise, this paper applies the principles of Management, Organizational Behavior and Science of Public Administration to conduct a more comprehensive analysis and discussion of the leadership administration of Inner Monglia Power Company. Standing in the point of long-term development, this paper also provides strategies and measures from the perspective of coporate governance structure, the assessment of the leadership group and leaders, selection and appointment of cadres, education and cultivation of cadres and supervision mechanism of cadres. This paper is of great value to the improvement of the structure of the leadership group and ranks of cadres of Inner Mongolia Power Company.
