Study On The Construction Of Social Credit System In Suqian

Credit is the cornerstone of the market economy.Establishing and perfecting the social credit system is one of the important signs that the socialist market economy in China is constantly maturing.It is of great significance for strengthening and innovating social governance,accelerating the transformation of government functions and improving the socialist market economic system to accelerate the construction of a social credit system.The CPC Central Committee and the State Council attach great importance to the construction of the social credit system and set forth clear requirements in the Outline for the Thirteenth Five-Year Plan for National Economic and Social Development.All localities and departments have also conducted a lot of exploration.In 2015,Suqian became as one of the first batch of 11 model cities for establishing national social credit system by the National Development and Reform Commission and the People's Bank of China.By the end of 2017,Suqian successfully established itself as a model city for building a national social credit system.In recent years,Suqian took this as an opportunity to actively construct social credit system and achieved some progress,and promoted the transformation from social administration to social governance.However,due to the restriction and influence of many factors,there are still many problems that need to be studied and solved in Suqian social credit system construction.In this article,with social credit system development in China as the background and the social credit system construction in Suqian as the research object,the author,based on the knowledge and theory of public management,studied and summarized the experience and practice of establishing social credit system at home and abroad.Observation,literature analysis,comparative analysis and other methods are used to analyze the main practices and status quo of Suqian social credit system construction.Closely linked with the stage characteristics of its economic and social development and reform,the author analyzed and clarified the problems and deficiency of Suqian social credit system construction in institutional guarantee of laws and regulations,credit platform service,credit service market supervision,application of credit information and credit products,professional personnel and other issues,and made in-depth analysis of the main reasons.On this basis,it is proposed suggestions and countermeasures,namely:improving the system design of laws and regulations;optimizing and improving the public credit information platform;accelerating the cultivation of a high-level credit service market;expanding the application of credit information and credit products;and accelerating the cultivation of credit system professionals.In conclusion,"multi-party governance" is the basic path to promote and deepen the construction of social credit system in Suqian and even China,which not only helps to deepen the construction of social credit system itself,but also to raise the overall level of local social governance.
