Research On The Construction Of Social Credit System In China

More than 30 years of reform and opening-up and the development of the socialist market economy brought China great promotion both in economic strength and the social physiognomy. But in the exploring process of the market economy, It’s inevitable to meet some problems caused by the market economy that may hinder the development progress. Among these problems, credibility problem is a typical one. Since the market economy is also called credit economy, dishonest acts will bring serious damage to the market order and hinder the healthy development of the economy.Besides, in the present China, credibility problem has extend to all aspects of social life, greatly hindered the sustainable development of the market economy and the harmony and stability of our social life, brought challenges to social governance.To solve the credibility problem effectively, the state council issued the social credit system construction plan outline(2014-2020) in June 2014.This plan aim at solving China’s current social credit problem,put forward a comprehensive strategic plan on how to construct the social credit system.As the first national plan which is specifically for the construction of social credit system.The plan shows the central government’s great concern about China’s current social credit problem and highlights the urgency to solve the problem at the same time.In order to add impetus to the economic and social development,it’s urgent to do well in top-level planning and knit a dense network of policies to secure the social credibility basing on the actual conditions of China’s economic and social development.The idea of this article is to clarify the situation, seize the key and crack the problem.Firstly,using the fresh status of social credibility problem and the current social credit system construction situation as background to analyze the grim situation we China face when come up to the construction of the social credit system.The outbreak of dishonest behavior in our sociaty brings negative influence to the whole development of market economy and make the implementation of the social comprehensive governance more challengable. At the meantime, the social credit system construction in China is still in the primary stage, a large number of blankfields need to be filled.Secondly, by clearing the concept, clarifying the theory,absorbing the beneficial experience from typical developed countries and analying the current situation of China itself, this article intend to explore the regularity of the social credit system construction. As a result, six main criteria were proposed after locating the main contradiction of the social credit system construction in our country correctly: 1. A sound social credit system infrastructure. 2. A sound social credit fundamental laws and regulations. 3. Perfect oversight system for credit. 4. The developed credit service market system. 5. Strict and effective disciplinary mechanism. 6.The the returning and enhancement of the honesty and ethics.According to the six basic standards. According these criteria, the author sum up China’s history and achievements of its social credit system construction, analyze the deficiency as well as the dilemma faced by China’s social credit system construction, learn the beneficial experience of construction of credit systemfrom the typical developed countries, and finally propose China benificial suggestions about carrying out the social credit system construction.
