An Analysis Of Goverment-oriented Industrial Poverty Alleviation

The report of the Nineteenth Congress of the CPC proposed to lift all poverty-stricken people in rural areas out of poverty by 2020.This requires full mobilization and participation of all citizens and gathers all social forces.Shanxi is an important battlefield for nationalwide poverty alleviation.We must have the resolute confidence to do so.Teach a man to fish and you feed him for a day.Poverty alleviation must focus on poverty alleviation project and industrial development to realize the mutual development of poor people and all types of new agricultural management entities.To develop the country,it must have industrial support.Based on the study of H County in Shanxi Province,the thesis explores and analyzes the situation,including the natural environment,location conditions,people’s living standards,economic development and natural resources.This thesis proposes a method of industrial poverty alleviation to transform advantages of resources into economic advantages,combine theory with practice,and implement programs in whole province that are practical in the province.The thesis consists of five chapters.The first chapter introduces the background and significance of the title,research status at home and abroad,and the process and research methods of China’s industrial poverty alleviation.The second chapter discusses the practice and experience of government-oriented industrial poverty alleviation in H County.The thesis selected five poverty-stricken villages to analyze the work of poverty alleviation.In response to the current situation,plan and implementation of measures,an empirical study was carried out so as to summary the experiences and models of industrial poverty alleviation in H county,including featured industries of poverty alleviation model,rural leisure travel of poverty alleviation model,asset income of poverty alleviation model,photovoltaic industry of poverty alleviation model,and e-commerce povertyalleviation model.On the basis of the above theory and elaboration of industrial poverty alleviation,the third chapter points out several problems as follows: weak sense of government to transform its role,feeble promotion of the construction of a diversified governance system dominated by the government,unfulfilment of the “great poverty alleviation pattern” with multi-participation;unthorough formulation of policies and measures,including the lack of implementation of policies,unbalanced work schedules,and failure to implement poverty alleviation responsibilities,and so on.On the view of making suggestions,the fourth chapter puts forward solutions to government-oriented industrial poverty alleviation.The government should realize the role transformation,mobilize the enthusiasm of leading enterprises to participate in industrial poverty alleviation and fully activate and develop their stabilizing force.In order to strengthen rural force,great efforts should be taken to effectively mobilize poor households,including break village borders and implementation of contiguous poverty alleviation and development.The government should actively cultivate farmers’ awareness of cooperation and stimulate their enthusiasm.At the same time,government must improve the interest mechanism of farmers and enterprises to change the evaluation priority poverty alleviation projects.Last but not least,the government should perfect the auxiliary policies of industrial poverty alleviation,establish a coordinated promotion mechanism,improve the social service mechanism,benefit-linked mechanism,and complete the financial service mechanism.
