A Study On The Relocation Policy Of Poverty Alleviation

Relocation policy of poverty alleviation from inhospitable areas is an important measure to improve the living environment of rural farmers.It is a special poverty alleviation policy for the poor people in "poor soil and water conservation on one side" area,and it is also one of the ways for rural poor people to get rid of poverty.The purpose of the policy is to "move the poor from the poor nest","exchange the poor jobs" and "pull out the poor root",so as to fundamentally solve the problems of the poor people’s survival and development.Taking J County of Lvliang as the field investigation site,this paper investigates the implementation,effect and existing problems of the relocation policy of poverty alleviation from inexplicable areas,and on this basis puts forward suggestions and opinions on the follow-up policies of assistance.This paper introduces the general situation of J county,the poor situation,through the way of interview,understand poverty families,poverty relief office,archives,community work personnel to implement the relocation policy for poverty alleviation and feelings,basic implementation: the study found that change of relocation policy targets for poverty alleviation of poverty families living environment is improved greatly,the employment situation is gradually improving,the overall poverty income effect is obvious.But at the same time,it is found that there are still corresponding problems after the completion of the relocation of poverty alleviation work in J County,that is,there are loopholes in the late management of the community,problems in the quality of resettlement housing,employment support needs to be improved,and the households out of poverty still have the idea of "waiting and relying on others".Therefore,suggestions and opinions are put forward for the follow-up assistance policy of the relocation of poverty alleviation from the inclusions of J County: starting from the government,enterprises and poverty-alleviation households,namely,strengthening the follow-up supervision of follow-up policies and improving the follow-up participation mechanism of multi-departments;Strengthen the construction of livable environment,formulate strict management system,pay attention to the intervention of social work service;Improve the enterprise participation support system and innovate the content and methods of employment training;Change the participation consciousness of the households out of poverty,improve the human capital level of the households out of poverty.
