Research On Causes Of Implementation Deviation Of Targeted Poverty Alleviation Policy And Improvement Path

Poverty has been a persistent disease that plagues all nations around the world,and many governments have been working to combat poverty since ancient times.Poverty seems to be a social problem,but it is actually an economic problem.The gap between the rich and the poor is widened due to the uneven economic development.Some people are unable to keep up with the speed of social and economic development due to their lack of education and ability,and are eliminated,then them become into poverty.Therefore,managing poverty not only helps the poor to improve their living conditions and social status,but also helps maintain social stability.In the 1980s,our country began to implement anti-poverty policies,all the way to the "precision poverty alleviation" policy proposed by General Secretary Xi,China's anti-poverty policy has undergone continuous improvement for 30 to 40 years,and has now reached a level that can guide the government to do a good job in poverty alleviation.As the most important part of public policy,policy implementation is the process of implementing plans in place,which has a significant impact on the smooth implementation of targeted poverty alleviation policies.The specific implementation result is a detector of public policy development,and it also provides prerequisites and conditions for policy evaluation.Poverty is a key task that China must solve in order to achieve a well-off society in an all-round way.Against this background,this article analyzes the specific situation of L District in implementing the targeted poverty alleviation policy from the perspective of public policy implementation research.It is found that the current targeted poverty alleviation policies in the L area are basically in place,but there are still some implementation deviations.Specifically,the first is the policy itself.The government is both the policy maker,the policy executor,and the policy evaluator.The combination of these three roles can easily lead to problems such as singular poverty alleviation and corruption.Secondly,the subjective initiative of policy executors is not enough,and the objective execution is not strong,which leads to errors in the interpretation of policies,and deviations occur in practice to the poor.The third is the benefit group-the poor have a low level of education and solidified their minds,and it is difficult to get rid of the small-scale peasant economy based on land.Although some young laborers can go out to work,they are basically labor-oriented exports and it is difficult to achieve sustainable development.This article is based on the work of targeted poverty alleviation in the L District.Through direct surveys and interviews with policy executors-grassroots government leaders and cadres,they understand their understanding and practices of targeted poverty alleviation policies.Through direct visits to the beneficiaries of the targeted poverty alleviation policy,the poor households,to find out whether the policies they are enjoying are in place.Summarize and analyze the causes of implementation deviations in the targeted poverty alleviation work in the L District,and propose ways to improve the implementation deviations.Under the premise that the targeted poverty alleviation policy can guide the completion of the poverty alleviation task,it will continue to integrate with the actual work in the region,continuously guide the poor to use the targeted poverty alleviation policy,and actively participate in the villagers 'autonomy.
