The Choice Of Local Government Poverty Alleviation Path In The Evolution Of Poverty Alleviation Policy

Reducing and eliminating the problem of poverty is not only a matter of great concern to China,but also a major concern of all over the world.The Chinese government has been committed to the study of the policies on poverty alleviation and the development of poverty alleviation.The government has introduced a series of policies on poverty alleviation and organized poverty alleviation for four stages.It has made remarkable achievements.By 2016,The problem of food and clothing has been basically solved,but the population of the poor in China is still 70 million and 170 thousand.In recent years,the state has continued to introduce and improve poverty alleviation policies to ensure the poor overcome poverty in time.Zhang jiakou is located in the northwest of Hebei Province and at the junction of four provinces,Beijing,Hebei,Shanxi and Mongolia.It has excellent location.However,in the 13 counties under its jurisdiction,there are 10 national poverty counties,1723 poor villages and the population of the poor is 438 thousand and 900.It is urgent for Zhang jiakou to get rid of poverty behind of the figures.The government follow out the spirit of the central and provincial poverty alleviation and formulate poverty alleviation policies in line with the actual situation in Zhang jiakou.Its work provide reference for other local government.This article is based on the literature at home and abroad and related poverty alleviation.Firstly,the author summarizes the development of poverty alleviation of China and Zhang jiakou.Secondly,the author summarizes the achievements and experiences of poverty alleviation,and finds out the shortcomings through analysing the specific poverty alleviation policies in the past ten years in Zhang jiakou.Finally,the author put forward improvement path from two aspects of formulation and implementation of poverty alleviation: Firstly,enhance the rationality of poverty alleviation policy;Secondly,improve the implementation of poverty alleviation policy;Thirdly,innovative poverty alleviation policy;Fourthly,do a good job of propaganda and mobilization and encourage everybody to participate in.
