On The Fireworks And Firecrackers' Emission Policy Transformation In Nanjing

Since the Beijing municipal government promulgated "The Provisional Regulations on the Safety Management of Fireworks and Firecrackers in Beijing" in 1986,various local governments in China have made a policy of setting off fireworks and firecrackers.In these series of policies,"The Regulations on Prohibition of Fireworks and Firecrackers' Emission in Nanjing" issued in 1994,and it was constantly revised and perfected as time goes on.The policy transformation of fireworks and firecrackers' emission in Nanjing was more detailed and completed,it provides the research object to the policy transformation analyze.This paper is a research on fireworks and firecrackers' emission policy transformation in Nanjing,based on advocacy coalition framework.Through the process of clarifying the discharge policy,find the main factors influencing the transformation of the type of policy,provide theoretical and practical reference for the study on the transformation of related policies."The Regulations on Prohibition of Fireworks and Firecrackers' Emission in Nanjing"since the release of controversial,the focus of public debate on the policy in the process of transformation,is the implementation of "ban" or "selection limit".We inherit and carry forward the traditional culture angle,fireworks activities over the years is the Chinese traditional culture form,a policy transformation should consider the public sentiment of the traditional culture,to achieve the "limited release" on the basis of reality;public safety and environmental protection angle,fireworks activities are uncontrollable factors with risk to some extent,to ensure the realization of "ban" Based on the above points,the corresponding transformations in the stage of Nanjing fireworks policy has formed different initiative and their core beliefs,to actively carry out the action,these initiatives alliance based on core belief system under the guidance of policy oriented study,provides a fundamental impetus for a policy transformation.Through case analysis and interview survey,this paper preliminarily screened and collate the existing information on the policy transformation of fireworks and firecrackers' emission in Nanjing,and identified relevant accurate information to describe the process of Nanjing's policy transformations.At the same time,the research framework of the theory of public policy transformations on the choice of the advocacy coalition framework as the basis for analysis of the policy transformations on the discharge of fireworks,fireworks and firecrackers' emission policy transformation in Nanjing was corresponding to different stages of advocacy coalition member component and representative ideas are described in detail,and the three layer from the advocacy coalition framework are provided with the corresponding stage of core beliefs different initiative comparison,may provide for the specific action strategy or policy orientation clear reduction of the corresponding different stages of initiative learning.This article from the combination of theory and practice point of view,the advocacy coalition framework based on the policy of Nanjing City,setting off fireworks more than 20 years history,analysis and summary of influence discharge policy transformation factors,provide practical reference value for the further study on the inherent regulations of transformation related policies.
