At present,the country is making great efforts to popularize high school education.Secondary vocational education,as an important part of high school education,has also ushered development opportunities.Secondary vocational schools,as the main implementation part of secondary vocational education,have cultivated a large number of skilled workers and high-quality laborers for national economic construction.However,in recent years,secondary vocational schools have generally experienced phenomena in shrunk of teaching scale,reduction in enrollment,poor quality of teaching,and decline of employment rate which are seriously restricting the secondary vocational education in China that it cannot develop sustainably.As a traditional secondary vocational school,the administrative system of L school in Shanxi province is typical,its' problem of administrative system is also representative.Therefore,taking the L school in Shanxi province as a typical research object,it is of great significance and value to study the current administrative system of secondary vocational school in China.Besides the introduction and conclusion,the main body of this paper is divided into three chapters.The first chapter is the overview of secondary vocational school administrative system.This paper mainly clarifies the connotation of the related concepts of the secondary vocational school administrative system,combs the content of the relevant public management theories,such as the incentive theory and goal management theory,and expounds the necessity of improving the administrative system of secondary vocational school.So as to laid a solid theoretical foundation for the development of this paper.The second chapter explores the current situation,existing problems and causes of the L school administrative system in Shanxi province.Taking the L school in Shanxi province as a typical case,this paper analyzes the current situation and effectiveness of the administrative system of secondary vocational schools,and finds out five aspects of problems in current administrative system such as the workers' congress participates in school management is minimal,the role is not significant;Unreasonable management organization,administrative services are inefficient;Managing system is complicated and lack of operability;Personnel administration is restricted,people enter and exit as problems;Performance management is formalism,the incentive function is difficult to play.Through analysising the problems one by one,the causes of the problems were identified.For example,the workers' congress is not perfect,staff members are poor of democratic consciousness;Structural establishment is hysteretic,the quality of personnel needs an improvement;Managing system is not a system and not detailed;Personnel management lacks autonomy,people's exit is a problem;The performance management system is unscientific,assessment process is also unreasonable.The third chapter,on the basis of the above,proposes the countermeasures to improve the administrative system of secondary vocational school.There are five main measures: Firstly,balance the power between the principal,secretary of party branch and the staff congress,make the three powers' responsibilities distinctly in order to make the three parties promote each other and progress together;Secondly,adjust institutional settings,improve the allocation of management entities,and promote progress in management practices;Thirdly,promote the rationalization of the internal managing system of secondary vocational school,and establish,refine and implement the managing system of secondary vocational school;Fourthly,deepen the reform of the appointment system of full-time employment in secondary vocational school,based on the principle of people-oriented;Fifthly,establish a scientific performance management system to stimulate the enthusiasm of staff workers.Taking these measures in order to build a scientific and reasonable administrative system for secondary vocational schools,so as to promote it's development sustainable.This paper takes the L school in Shanxi province as the typical research object to probe into the current situation,existing problems and reasons of the administrative system of the secondary vocational school,and proposes universal strategies and suggestions in order to promote the good and fast development of secondary vocational education,to achieve the goal of a powerful country with talent.
