Study On The Problems And Countermeasures Of Promoting School Enterprise Cooperation In Secondary Vocational Schools By Ruian Government

On December 5,2017,the General Office of the State Council issued the "Several Opinions on Deepening the Integration of Industry and Education." On February 5,2018,six departments including the Ministry of Education issued the "Measures for Promoting Cooperation between Vocational Schools and Enterprises." On February 13,2019,the State Council issued the "Implementation Plan for National Vocational Education Reform." These policies and plans emphasize that the government is a key link in promoting the successful cooperation between vocational schools and enterprises.But because of the particularity of vocational education,the independence of enterprises and the incompatibility of policy incentives,the school enterprise cooperation in secondary vocational schools is facing a situation of market failure and government failure.Especially in county-level secondary vocational schools,cooperation between schools and enterprises often emphasizes form over content,and local governments have not really played a promoting role.This article focuses on the problems and countermeasures of promoting school enterprise cooperation in secondary vocational schools in Ruian government.Based on the theory of government functions,service-oriented government theory,and collaborative innovation theory,the basic concepts of secondary vocational schools,school enterprise cooperation,and government functions are defined.Then,through literature research and in-depth interviews,this paper finds that the Ruian city government has adopted a series of measures to promote school enterprise cooperation in secondary vocational schools,However,there are issues such as incomplete government supporting laws and regulations,insufficient overall planning for school enterprise cooperation,and inadequate regulatory assessment and benefit compensation mechanisms.The main reasons are information asymmetry,unclear responsibilities of multiple managers,and inadequate government personnel awareness.Based on this,drawing on the experience of Cixi city government and Kunshan city government in Jiangsu province about promoting school enterprise cooperation in secondary vocational schools,this paper proposes countermeasures,including fulfilling organizational leadership functions and improving policy and regulation systems;Fulfilling communication and coordination functions,constructing a comprehensive planning and control system;Fulfill the service guarantee function,improve the regulatory assessment and benefit compensation mechanism,and expect further promotion of the cooperation between secondary vocational schools and enterprises,to ultimately achieve the coordinated efforts of government,school,and enterprise to promote local economic development.
