| With the accelerating process of urbanization,the modernization level of the national governance system and governance capacity has gradually improved,and the people’s growing yearning for a better life has also been strengthened,and the requirements on the capacity and level of social governance at the grassroots level have also become higher and higher.In order to improve governance efficiency,governments at all levels are constantly exploring new governance models that are more accurate and efficient.At the same time,they are gradually expanding the application of grid concept from cities to grassroots social governance,taking "grid governance and precise service" as the direction and based on the core positioning of "grid governance and efficient service".It has realized the wisdom of social governance,the refinement of grid governance,the convenience of mass work and the normalization of social harmony.However,it is particularly important whether grid governance has achieved real results in the process of grassroots social governance,how to further improve the satisfaction of the masses to grassroots grid governance,and how to evaluate the current grid governance situation more accurately.Based on this consideration,this study is carried out through literature research,field research,questionnaire survey and other methods,using analytic hierarchy process and fuzzy comprehensive analysis method to study the governance status of grid governance in Xiajin County.Based on performance evaluation and analysis results,the existing problems of grid governance are analyzed,and corresponding optimization countermeasures are proposed.The research background,purpose and significance of this paper are introduced in the introduction part of Chapter 1.By summarizing and concluding the research status at home and abroad,it is found that the research on grid governance performance evaluation is more focused on urban performance management,and almost does not involve the performance evaluation of grassroots grid governance.Moreover,the current grid performance evaluation index is not standard,the performance evaluation system is not perfect,the evaluation quality is low,and the guidance for grid governance at the grassroots level is not strong.The second chapter is related concepts and theoretical basis,clear the related concepts of grid governance,grid governance and performance evaluation to do a scientific exposition;In addition,the seamless government theory,fine management theory and collaborative governance theory are introduced in detail,which lays a theoretical foundation for the research of this paper on grid governance.The third chapter is the core of this paper,in accordance with the requirements and principles of the grid governance performance evaluation,clear the grid governance performance evaluation indicators,establish a set of scientific grid governance performance evaluation system,using analytic hierarchy process,fuzzy analysis,and design survey questions to collect related index data,analyze and calculate the effectiveness of grid governance performance evaluation.The fourth chapter discusses the existing problems of grid governance through the analysis of the evaluation results.The fifth chapter further analyzes the reasons behind the problems of grid governance.The sixth chapter,based on the current exposed problems,studies the optimization path of grid governance and formulates scientific and reasonable solutions. |
