With the further advance of the reform and marketization of electricity system, great changes have been taken place in those aspects such as: the exterior environment, strategic aim, and the mode of organization and management in provincial electricity company, which accordingly resulted in evident changes in the environment of the performance form and the demand of the performance management. In such circumstances, it will play an important role in the course of pursuing value,.reducing risk, and enhancing competitive ability to analyze systematically the inner rule and influential factors of the performance form and management and to investigate management framework and manipulation measures of performance improvement and elevation in Grid corporation.On the basis of analyzing a great deal of related research which have been taken in the world, of investigating on the spot, and of interviewing experts, according to the characteristic of environment inside and outside in provincial Grid company, in the light of system theory, principal-agent theory, and game theory, with the method of system analysis, decision analysis, and behavior analysis, the theory and opinion of systematically identifying the performance form and performance management were come into being. System framework of inner performance management was constructed, and the method and flow was discussed from five aspects as follows: object, encourage, evaluation system, diagnosis system, and adjustment strategy of performance. Consequently the mode of management and methods system that can be of benefit to constantly promoting the inner performance in provincial Grid Corporation were shaped.It is the basis of the research to analyze the inner logic and trait between the performance form and performance management in the company. With the guidance of input-output theory and system theory, with the methods of induction and deduction, three points of view were deduced that included systematic input theory from five essential levels of performance form; systematic output theory containing synergetic benefit, effect, and efficiency; and system management theory to the performance form. By the above-mentioned analysis and with the methods of summarization and cause and effect analysis, the particularity of the performance form was analyzed and the crucially influencing factors of economic policy, market environment, technology, and system reform to the performance promotion in the corporation were discussed. With the methods of system analysis and theory analysis, the performance management system that promoted jointly the performance of company and managers' was constructed, and the inner interaction and mechanism of function in the performance management system was analyzed.With the reference on the idea of management by objectives and trait of performance target, the determination of financial goal was analyzed by using the method of problem analysis, and the determination of managers' performance objects was also analyzed by using game theory with incomplete information. According to the methods of multi-objects optimization and the theory of invigoration, the principle of designing performance invigoration and the Mechanism of mutual action of performance object and invigoration in provincial Grid Corporation were put forward.On the ground of the function of performance evaluation system in performance management system, the reason and flow of the formation, run, and adjustment of performance evaluation system were discussed, and the method and flow to ascertain the evaluation system consisting of item, criterion, index, and result were put forward. Constructed with above-mentioned theory and method, performanceevaluation system of Hunan Electricity Corporation was used to evaluate the achievement in the group during 1999-2001. And the feasibility of the methods was demonstrated.In terms of the demand given by performance administration system to diagnosis sub-system and the analysis of the result came from performance evaluation...
